The Registered Nurse Specialty Clinic Nurse Educator (SCNE) SCNE demonstrates advanced clinical expertise in assessment, identification, and treatment of the complex responses of patients and families to actual or potential health problems, prevention of illness and injury, and maintenance of wellness and provision of comfort and will provide educational support and orientation, training, and ongoing competency oversight to all specialty clinic areas with a strong emphasis in hematology/oncology infusion clinic. He/she synthesizes complex biopsychosocial data to influence health outcomes of the patient.

The role is designed to promote and advance the practice of acute care and critical care and includes nursing leadership, collaboration, advocacy, facilitation of learning, research utilization, evidence-based practice, program development and program management. The SCNE fosters an interdisciplinary approach to quality improvement, evidence-based practice, research, and translation of research into clinical practice.

The RN SCNE provides collaborative leadership in assessment, planning, implementation, and evaluation related to the specific medical/surgical care area and nursing, across care lines as defined in the criteria based functional statements. He/she is directed toward achieving quality, cost-effective outcomes through patient/client care, by influencing and guiding the practice of other medical/surgical nurses and nursing personnel, and by influencing the healthcare organization to support nursing practice. The SCNE demonstrates the ability to manage change and empower others to influence clinical practice of the ill patient/family through clinical judgment, facilitation of learning, clinical inquiry, systems thinking, collaboration, advocacy, and caring practices.

The Specialty Clinic Nurse Educator:

  • In collaboration with the other Educators, Physicians, Nurse Managers, and Assistant Nurse Managers, coordinates and leads the nursing orientation program to assure that Nursing staff have the knowledge and skills to provide safe and competent patient care
  • Uses advanced communication skills within the multidisciplinary environment to promote safety and clinical excellence
  • Establishes and maintains collaborative, interdepartmental relationships that promote patient safety and clinical excellence through the application of evidence-based practice and quality improvement
  • Provides leadership in promoting interdisciplinary collaboration to implement outcome focused patient care programs meeting the clinical needs of patients, families, populations, and communities
  • Provides consultation to staff nurses, medical staff, and interdisciplinary colleagues
  • Assists with orientation and training endeavors in and outside of the department in the effort of improving quality of care and the Veteran experience
  • Applies evidence-based research and practice to all patient care, education, and quality improvement efforts
  • Strategizes and collaborates with staff and leadership to develop, maintain, and track necessary skills, education, and competencies
  • Evaluates nursing practice that considers safety, timeliness, effectiveness, efficiency, efficacy, and relationship-based care
  • Assesses knowledge, skills, and practice competencies of nurses and nursing personnel to advance the practice of critical care and provides educational programs targeting needs to improve critical care nursing practice and outcomes, including education on new equipment and supplies
  • Assists staff in the development of innovative, cost effective programs or protocols of care
  • Develops medical/surgical related policies, procedures, standards of care and practice guidelines in collaboration with staff and leadership based on evidence-based practice
  • Serves as a chairperson/member on Nursing and Medical Center Committees as assigned.

Under the supervision of the Nurse Manager, Professional Staff Development and works collaboratively with the nurse managers and assistant nurse managers of the Medical/Surgical Units.


Work Schedule: Primarily day tour, but evenings, nights, or weekends may occur depending on programmatic and departmental needs for coverage.

Qualifications

Basic Requirements:

  1. Citizenship: Citizen of the United States. (Noncitizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g, this part.)
  2. English Language Proficiency: RNs appointed to direct patient care positions must be proficient in spoken and written English as required by 38 U.S.C. 7402(d) and 7407(d).
  3. Graduation from School of Nursing:
  • Graduate of a school of professional nursing approved by the appropriate State agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant.
    • The National League for Nursing Accrediting Commission (NLNAC), an accrediting arm of the National League for Nursing located at 61 Broadway, 33rd Floor, New York, New York 10006 or call (800) 669-1656 extension 153. The NLNAC accredits all levels of nursing programs. Additional information may be obtained from the NLNAC web site; or
    • The Commission on Collegiate Nursing Education (CCNE), an accrediting arm of the American Association of Colleges of Nursing (AACN). The CCNE accredits bachelors and master's degree programs, and is located at One Dupont Circle N.W., Suite 530, Washington, DC 20036 or call (202) 463-6930. Additional information may be obtained from the CCNE web site.
  1. Registration: Condition of Employment. A registered nurse (RN) will have a current, full, active and unrestricted registration as a graduate professional nurse in a State, Territory, or Commonwealth (i.e., Puerto Rico) of the U.S. or in the District of Columbia. The appointing official may waive this registration if the RN is to serve in a country other than the U.S. and the RN has registration in that country (e.g., Philippines). The RN must maintain a current, full, active and unrestricted registration to continue employment with VA.
  2. Physical Demands: Per VA Directive and Handbook 5019 - a physical examination will be conducted based on the physical requirements of the position. A physical examination prior to placement is required. This position requires visual acuity, keen hearing, clear distinctive speech, and manual dexterity. It requires potentially long periods of continued walking, standing, stooping, sitting, bending, pulling, and pushing. Transferring patients and objects may be required. The employee may be exposed to infected patients and contaminated materials and may be required to don protective clothing in isolation situations or operative/invasive procedures. The employee may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders.
  3. Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:
    • Nurse I Level I - An Associate Degree (ADN) or Diploma in Nursing, with no additional nursing practice/experience required.
    • Nurse I Level II - An ADN or Diploma in Nursing and approximately 1 year of nursing practice/experience; OR an ADN or Diploma in Nursing and a bachelor's degree in a related field with no additional nursing practice/experience; OR a Bachelor's of Science in Nursing (BSN) with no additional nursing practice/experience.
    • Nurse I Level III - An ADN or Diploma in Nursing and approximately 2-3 years of nursing practice/experience; OR an ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 1-2 years of nursing practice/experience; OR a BSN with approximately 1-2 years of nursing practice/experience; OR a Master's degree in nursing (MSN) or related field with a BSN and no additional nursing practice/experience.
    • Nurse II - A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 2-3 year's of nursing practice/experience; OR a Master's degree in nursing or related field with a BSN and approximately 1-2 year's of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required.
    • Nurse III - Master's degree in nursing r related field with BSN and approximately 2-3 year's of nursing practice/experience; OR a Doctoral degree.
  4. Preferred Qualifications/Experience:
  • Prefer candidate to be highly skilled in infusion, acute care, and clinic settings, with an emphasis on oncology infusions and hematology support.
  • Previous work in education, orientation, and training others a strong preference.

Annual leave shall accrue for full-time Nurses, and Nurse Anesthetists at the rate of 8 hours for each full biweekly pay period.
