Help

These positions are located within the VISN 23 Shared Services Unit for Recruitment and Staffing. While not an all inclusive list, the incumbent:

  • Evaluates applications and resumes using Office of Personnel Management (OPM) and Veterans Administration (VA) qualification standards, verifies eligibility, and rates and ranks applicants;
  • Applies procedural policy as it relates to medical staffing;
  • As authorized by OPM, drafts and prepares announcement(s); evaluates, rates and ranks applications; adjudicates veteran's preference; updates various logs, maintains active and inactive files and pending files, etc.; issues Notice of Ratings (NORs); and issues and audits certificates of eligible candidates;
  • Prepares or edits final drafts, examination announcement, recruiting plans, rating schedules and qualification inquiry forms in subject matter areas which the qualification and methods for their determination involve difficulty in definition and development;
  • Prepares vacancy announcements based on Position Description (PD) and/or functional statements (FS) and Subject Matter Expert (SME) analysis of the position, qualifies/disqualifies applicants, and maintains all documentation for the job announcement;
  • Troubleshoots and resolves difficult and controversial internal and external staffing and placement problems;
  • Performs internal placement duties that include conducting job analysis, preparing promotion and placement products, and issuing referral certificates;
  • Collaboratively evaluates trends in missions, technology, manpower, fiscal resources, and other factors influencing future needs; coordinates with advisory staff to obtain management information; advises staff on difficult and unusual recruitment, placement and pay issues or problems;
  • Coordinates with leadership stakeholders, to include local, regional and national leadership throughout the entire recruitment process;
  • Writes a variety of documents to include items for newsletters, information needed on congressional inquiries, responses to reconsiderations, letters responding to inquiries from employees and other customers, and provides guidance on regulations, policies, directives and applicable supplements;
  • And performs other duties as assigned.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Work Schedule: Monday - Friday, Administrative Days

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/11/2022.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 11 position you must have served 52 weeks at the GS 9 and for a GS 12 position you must have serviced 52 weeks at the GS 11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • To qualify at the GS-11 level: You must possess one (1) full year of specialized experience equivalent to at least GS-09. Specialized experience includes but is not limited to: experience in a full range of human resources recruitment and placement programs including job analysis, merit promotion procedures and requirements, qualification determinations, pay administration, appointment procedures, special hiring authorities and alternative candidate sourcing methods. Analyzing personnel procedures, guidelines, regulations and policy reference materials and developing recommendations and solutions based on research and providing guidance and training to peers and lower grade HR Specialists. OR You must possess a Ph.D. or equivalent graduate degree or three (3) full years of progressively higher level graduate education leading to such a degree in the Human Resources or closely related field (Transcripts Required); OR You must possess a combination of education and experience.
  • To qualify at the GS-12 level: You must possess one (1) full year of specialized experience equivalent to at least GS-11. Specialized experience includes but is not limited to: evaluates applications and resumes using Office of Personnel Management (OPM) and Veterans Administration (VA) qualification standards, verifies eligibility, and rates and ranks applicants; responsible for drafting and preparing announcement(s); evaluating, ranking and rating applications; adjudicates veteran's preference; updating various logs, maintaining active and inactive files and pending files, etc.; issues Notices of Ratings (NORs); and issues and audits certificate of eligible; Collaboratively evaluates trends in missions, technology, manpower, fiscal resources and other factors influencing future needs; coordinates with advisory staff to obtain management information; advises staff on difficult and usual recruitment, placement and pay issues or problems and advises and consults on targeted recruitment strategies and non-traditional recruitment opportunities specific to the local and regional market area, such as targeted job fairs - including both local and virtual fairs - social media recruitment campaigns, targeting new talent through universities and their future graduates, and private sector targeting that develops and enhances a robust pipeline of specialty talent.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: No special physical exertion is required. The work is primarily performed while sitting though some work may require periods of standing. The regular and recurring work of the position involves sitting at a desk, conferences, meetings, etc., and possibly occasional visits to work sites. Occasional use of automobile and public conveyances may be required.

There is no educational substitution at the GS 12 level.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service.
