Summary

This position is located in Logistics Management (NSL), Supply Chain Services (NS), Chief Administrative Office (N), Bonneville Power Administration (BPA).

The purpose of this position is to serve as a Property Disposal Specialist responsible for disposal, hazardous material transportation and environmental matters associated with the effective operations of BPA's investment recovery centers including the central transfer, storage, and disposal facility.

As a Property Disposal Specialist (Hazardous Waste Management), you will:

  • Serve as BPA's Hazardous and Toxic Waste Disposal Officer managing disposal processes including the toxic and hazardous waste disposal processes at the Ross Complex HazMat Disposal Facility and setting the operational goals to achieve Agency environmental program objectives in accordance with Federal, State, and local laws.
  • Consult with Pollution Prevention & Abatement Staff on policy changes to prioritize operational needs and collaborates on the development, interpretation, and communication of BPA environmental policies, standards, and compliance strategies.
  • Serve as BPA lead on the Hazardous Material Transportation Group monitoring the Agency wide transportation of hazardous waste whether via BPA vehicles or commercial carriers.
  • Serve as the BPA's technical expert on environmental and regulatory requirements ensuring that disposal, transfer, sale, scrap, and donation activities comply with laws, regulations, BPA policy and practices, and sound business practices of the Electrical Utility Industry.
  • Determine best value to BPA of disposal including equipment donations, auctions and negotiated sales, or contracts for disposal services.
  • In collaboration with the Logistics Services Process Manager, analyze program effectiveness including benchmarking (industry best practices), work processes, document flow, and system needs.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11) in the Federal service.

Specialized Experience for this position is defined as: 1) Performing reutilization, transfer, donation and sales of products; 2) Performing property disposal management, control, and advisory activities; and 3) Researching or recommending solutions to problems and implementing new disposal techniques.

There is no substitution of education for experience at the GS-12 level.

"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
