Duties

  • Provides administrative oversight to the clinical staff, directly responsible for the supervision of supportive staff. Will provide training and technical oversight to all supportive staff.
  • Performs first line reviews of the decision making process in regards to clinic and staffing issues, will be the timekeeper for the section/program.
  • Primary responsibility for the establishment, monitoring and maintenance of all equipment service and inventory records in compliance with VA and JCAHO policies and regulations.
  • Manages and monitor all relevant clinic schedules through direct contact with all supportive staff.
  • Performs organizations and/or manpower utilization studies of the clerical and technical aspects of the CBOC clinics with related functions to identify and develop improvements and the efficiency of manpower and methods.
  • Collects, compiles, and track statistical information in support of program operations of substantial technical complexity.
  • Manages, prepares, analyzes, extracts, summarizes, and identifies apparent trends and issues related to the Service.
  • Generates mandated and required reports based on accurate data collection.
  • Participates in problem-solving assistance to identify potential quality improvement areas.
  • Designs studies, training programs and organizational strategies for identifying opportunities to improve customer service and process quality.
  • Works directly with the supervisor in the development of new programs and with initiating programs from the national level.
  • Provides insight and knowledge in regards to new clinic development and clinic restructuring/design.
  • Established minimum standards for quality and productivity. Directs program implementation.
  • Contributes to a team-oriented work environment to enhance working relationships and improve productivity.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/13/2022.

  • Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS11 position you must have served 52 weeks at the GS9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
  • Applicants must be eligible under the VA Interchange Agreement, having served continuously for at least one year in the other merit system under this interchange agreement.   • All Title 38 Veterans Canteen Service (VCS) employees must have served in their Excepted Service position for at least 90 days in order to be eligible for a position within the Competitive Service.

In addition to the Time in Grade Requirement, you may qualify based on your experience and/or education as described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: analyzing work processes, evaluating overall program operations, oversight of administrative and human resources requirements, scheduling, identifying complex administrative problems and developing solutions, developing reports, analyzing and summarizing data, maintaining and monitoring data and making recommendations based on analysis of data, maintaining computerized databases or information tracking systems, collecting, compiling, and organizing information, and using computer systems or applications to access, create, edit, or retrieve data.
  • OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have you must have a Ph.D. or equivalent doctoral degree or three full years of progressively higher-level graduate education leading to such a degree or LL.M. if related to the work of this position.   • OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of education and experience to qualify at the GS-11 level. This can be determined by adding total qualifying experience as a percentage of the required experience and education as a percentage of the total required. The total percentage must equal 100 percent. Only education more than the first 18 semester hours (i.e. beyond the first-year graduate level education) is creditable towards meeting the specialized experience requirement. A transcript must be submitted with your application if you are basing all or part of your qualifications on education.
You will be rated on the following Competencies for this position:

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is sedentary in nature. Manual dexterity is required in operation of a personal computer. The work sometimes requires walking, standing, bending, lifting or carrying light items.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
