The Chief Facility Manager oversees Facility Engineering Service (FES), which has a staff of approximately 104 employees. The incumbent is responsible for the administrative and technical oversight of all programs and projects within FES involving a wide variety of areas, including engineering, construction management, electrical, plumbing, steam pipe fitting, air conditioning, carpentry, painting, hardware and locks, elevators, industrial equipment, refrigeration equipment, building maintenance, boiler plant, water treatment, chiller plant, grounds, transportation, and fire protection and prevention.

Responsibilities include but are not limited to the following:
A. Performs Planning/ Design: Determines requirements, reconnaissance, location, and prepares designs, specifications, and estimates. Recognized as authority in engineering field. Conceives plans and conducts work in unexplored areas. Break through frontier areas and comes up with new knowledge of fundamental significance which influences the procedures and ideas of others.
B. Ensures continuity of operations of all utility systems and infrastructure and that all critical systems are fail-safe. Advises and directs the Project Section for capital planning needed to ensure back-up systems are in place. Receives input from the Maintenance and Operations Supervisor and ensures that the necessary resources are available to keep systems operational.
C. The incumbent receives administrative directions with assignment in terms of broadly defined missions or functions. By judicious use of his professional engineering staff and/or consultants to supplement his skills, a complete professional engineering service is provided to meet the needs and requirements of the medical and administrative staff of the Medical Center in the assigned areas of responsibilities.
D. Ensures that the various Sections of FES are working together to meet the needs of the Medical Center in its mission to serve Veterans. Provides engineering technical recommendations where appropriate to supplement the efforts of M&O staff to facilitate
creative solutions to system difficulties.
E. Initiate's efforts to improve the aesthetic environment of all grounds and facilities, and to be an active participant in the Executive Leadership's initiatives through planning and directing of FES work, and providing feedback in the coordinating efforts with other Services of the Medical Center.
F. Ensures that all VA Central Office (VACO) initiatives and guidance's are incorporated into FES capital planning and work practices.
G. Develops programs to ensure compliance with various codes and regulations, such as VA, OSHA, EPA, NFPA and Joint Commission, and with any certifying authorities governing practice at the Medical Center.
H. Works with the Safety Office, the Infection Preventionist, and the Fire Department to maintain safe practices of all FES staff and all contractors supporting FES projects and assignments. Safety must be addressed in all aspects of the existing utilities and infrastructure, accounting for all associated safety risks, which is quite extensive and varied. Safety must account for any necessary interim life safety measures (ILSM) when
changes to the facilities occur.
I. The Chief Facility Manager carries out personnel actions and meets with Union representatives on the behalf of the Chief Facility Manager.
J. Performs other related duties as assigned.

Provides advice and guidance to all supervisory levels on facility management principles, facility planning, construction, maintenance, and operations, as well as federal, state, and local regulatory and hospital credentialing affiliation requirements. Analyze proposed changes to facility operations, assessed the impacts on facility management program requirements, advises or guides FES management on changes and program implementation.
Works closely with senior management and other management to provide advice concerning short- and long-term facilities management strategies to include construction, and non-recurring maintenance impacts to services throughout the medical center. Contact's managers or appropriate staff to assist in solving problems or to achieve expeditious action. Keeps abreast of the status of actions in order to advise senior management and other officials on problems, solutions, and possible operational improvements to increase effectiveness of the facility management program.

Physical Requirements: Work is primarily of a sedentary nature. Occasional periods of walking, standing, bending, and carrying of light items, such as documents, plans, drawings, or small parts may be required. No special physical demands are required to perform the work.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement.

Basic Requirements:

  • Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited bye ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: a. statistics, dynamics; b. strength of materials (stress-strain relationships); c. fluid mechanics, hydraulics; d. thermodynamics; e. electrical fields and circuits; f. nature and properties of materials (relating particle and aggregate structure to properties); and g. any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.(Must submit transcripts at time of application).
OR
  • Combination of education and experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: (If using one of the qualifying factors below you must submit proof at time of application in order to be considered)
    • Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration.
    • Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
    • Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.
    • Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience. (DOCUMENTATION REQUIRED)
In addition to meeting the basic requirement above, the applicant must also possess specialized experience at the next lower grade level (GS-12) for current federal employees or equivalent to the GS-12 grade level for anyone not currently on a federal appointment.

GS-13 grade level: One year of specialized experience (equivalent to the GS-12 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSAs) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Providing leadership, oversight, management and supervision for a complex Engineering firm, program or segment. Serving as a subject matter expert related to complex construction and renovation projects in which you were responsible for providing professional engineering advice, guidance and solutions to senior management related to regulatory, feasibility and cost issues. Serving as engineering lead and or technical oversight for a major Engineering program in which you were responsible for the integration of duties from multiple skilled professionals and trades workers to accomplish a major project. For example, this would include the integration, management and direction of professional Engineers within various specializations, Architects, Interior Designers, Plumbers, HVAC/AC Mechanics, Electricians, Carpenters, Utilities Workers, Electronics Workers, Infection Control Specialist, Fire Safety Specialists, Code Specialists, as well as other skilled and unskilled trades. Applying fundamental and diversified professional engineering theories, practices and concepts for the purpose of solving non-standard engineering problems to achieve engineering objectives. This also includes organizing, analyzing, interpreting and evaluating data in order to find solutions to complex engineering problems within construction projects, renovations, retrofits and replacements. Projects overseen and or managed included major, minor, non-recurring maintenance and clinical specific initiatives.

There is no educational substitution for the GS-13 level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
