Help

The duties of the position includes:

  • Assuring administrative coverage of all areas of responsibility within Community Outpatient Services - Parma Specialty Clinics.
  • Conducting ongoing statistical reviews to ensure quality of work related to wait times, required Means Test, and no-shows for assigned clinics.
  • Providing guidance to staff members to include changes in policies and procedures.
  • Distributing and balancing workload.
  • Orienting and providing on-the-job training for new and current employees.
  • Assuring all timekeeping procedures are followed for the section.
  • Monitoring workload activity to improve services to Veterans, internal and external agencies.
  • Adhering to laws and regulations which affect scheduling processes and procedures.
  • Serving as Subject Matter Expert (SME) in relation to scheduling processes and procedures.
  • Maintaining contact with clinical and clerical staff in various outpatient clinics and work areas to help resolve day to day problems.
  • Providing assistance, support, and coverage as assigned during high volume workload or shortage of personnel.
  • Validating completed work assignments are in compliance with the rules and regulations that govern data entered into Vista.
  • Scheduling appointments for various outpatient clinics in accordance with outpatient scheduling processes and procedures.
  • Capturing, validating, and/or updating all insurance information for billing purposes.

Basic Requirements:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Experience. Six months experience of clerical, office, [customer service], or other [administrative] work that indicates the ability to acquire the particular knowledge and skills needed to perform the duties of the position; OR,
  • Education. One year above high school; OR,
  • Experience/Education Combination. Equivalent combination of experience and education are qualifying for entry level for which both education and experience are acceptable.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). All MSAs employed in VHA in this occupation on the effective date of this qualification standard are considered to have met all qualification requirements for the title, series, and grade held, [which] are [a] part of the basic requirements of the occupation. For employees who do not meet all the basic requirements required in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply: (1) Such employees may be reassigned, promoted, or [changed to a lower grade] within the occupation.

Grade Determinations: You must possess one year of specialized experience equivalent to the GS-06 level in the Federal service to qualify for GS-07 level. Specialized Experience is defined as experience that equipped you with the knowledge, skills, and abilities to perform the duties of Lead Medical Support Assistant. Examples of specialized experience include: responsible for the coordination of Advanced Medical Support Assistants' assignments and workflow found in an interdisciplinary unit; responsible for daily workload assessments, assigning work, and assuring proper staffing coverage; evaluating training records; and determining training needs of Medical Support Assistants to provide support across interdisciplinary settings; assists the unit with complex and non-standard procedures, including clinical flow processes related to access to care across multiple clinics, specialties, and/or community resources; assignments at this level include, but are not limited to: ensuring accurate and timely scheduling of appointments; providing guidance to staff members, to include changes in policies and procedures; creating and maintaining employee work schedules; and acting as a liaison among Advanced Medical Support Assistant staff, patients, and other interdisciplinary staff to resolve day-to-day conflicts. For all assignments above the full performance level, the higher-level duties must consist of significant scope, administrative independence, complexity (difficulty) and range of variety as described in this standard at the specified grade level and be performed by the incumbent at least 25% of the time.

Demonstrated Knowledge, Skills, and Abilities. Candidates must demonstrate all of KSAs below:
i. Advanced knowledge of medical terminology and a wide range of clinical flow processes relating to access to care across multiple clinics, specialties, and/or community resources.
ii. Ability to utilize numerous advanced patient systems in support of multiple clinics in an interdisciplinary setting.]
[iii.] Ability to organize work, set priorities, and delegate tasks/responsibilities in order to meet deadlines.
iv. Skill in communicating with individuals to obtain the desired effect [and coordinating with a variety of interdisciplinary care team staff].
[v.] Ability to provide staff development and training.
[vi.] Ability to manage staffing requirements, manage workflow priorities, and adjust the flow of work to meet team and patient needs. This includes the ability to follow-up on pending issues and demonstrate an understanding of the impact of incomplete work across multiple clinics.

Physical Requirements: The work of this position is primarily sedentary working closely with others or alone. There may be some walking, standing, bending, kneeling, carrying of light items under 15 pounds, reaching above shoulder, driving an automobile, etc. The work environment typically involves everyday risks or discomforts which require normal safety precautions typical of an office, meeting or training room. The work area is adequately lighted, heated, and ventilated.

The physical requirements of this position are concerned with the mental/emotional and physical ability of the incumbent to satisfactorily perform the duties of the proposed assignment and may include requisite laboratory and other screening as required by VA Directive 5019.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
