Seeking dynamic, highly-motivated team player to write good news stories, engage with audiences using social media, expand awareness through media relations, improve brand awareness through website content management, coordinate special event planning through ceremonies and VIP management. National rehabilitation events include: National Veterans Wheelchair Games; National Veterans Summer Sports Clinic; National Disabled Veterans Winter Sports Clinic; National Veterans Golden Age Games; National Disabled Veterans Golf Clinic; and National Veterans Creative Arts Festival. With six national events, an adaptive sports grants and allowance program, the opportunity awaits to make your mark in the areas of social media, writing, communication strategy, marketing, VIP coordination, presentations, webpage content management, publications, other marketing material and other communications products/services.

This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-13 GS-12. At theGS-11 & GS-12 GS-11, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-13 GS-12. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds


The Incumbent performs the following major duties and responsibilities:

Develops short-term and long-term public relations strategies and implements tactics to promote national programs to internal and external staff, Veterans, corporate sponsors, members of congress and other stakeholders. Develops a toolkit specifically for public affairs roles and responsibilities for national events which are used by teams in the field.

Writes, reviews, edits staging and scripts for ceremonies assists with celebrity recruitment; mediates negotiations between VSO sponsors and VA concerning all print products, social media and advanced media plan; and provides execution and oversight of approved communications plan and other national responsibilities under an approved timetable for events.

Execute public affairs responsibilities under negotiated media plan; and executes advance work needed for news releases and daily newsletter for events. Evaluates post event reporting of public affairs functions at each event and makes recommendation to program leadership.

Advises on ceremony protocol and organizes ceremonies and special programs recognizing sponsors and VIPs.

Analyze all media coverage for national programs and continuously lead discussions around how to best stay top of mind with journalists and how to best become a constant presence in competitive coverage.

Establishes and maintains proactive contact with media outlets, public affairs officers, veteran service organizations, co-sponsors at the national level, legislative office and health care affiliates.


Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Work Schedule: Monday - Friday 8:00 a.m. - 4:30 p.m.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/06/2021.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the (GS-9). For a GS-12 position you must have served 52 weeks at the (GS-11).For a GS-13 position you must have served 52 weeks at the (GS-12).The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Selective Placement Factor (SPF): In order to be minimally qualified for this position applicants must meet the following SPF in addition to the education and/or experience requirements outlined below. Relevant experience must be documented within the resume. You will qualify based on your experience as described below:

  • Experience in writing and editing documents using a clear and concise approach to written communication.
  • Experience in media relations techniques with proven results.
  • Experience in developing and executing strategic communication plans on a national level with demonstrated success and documented after-action reports which resulted in improvements.
  • Ability to increase engagement using social media reach audiences.
  • Experience in ceremony protocol.

COVID-19 Vaccination Requirement.
