Duties

Help
  • The primary purpose of this position as an Air Reserve Technician (ART), accomplishes a variety of duties involving assisting in determining unit's readiness and capability to perform its peacetime/wartime mission.
  • Provides direct support to the senior ART in planning, directing, implementing, and controlling all elements of the medical unit on a day-to-day basis.
  • Provides support toward conducting studies, collecting data and identifying trends. Assists in reviewing status of training and personnel assets for Status of Resource and Training System (SORTS) reporting/Annual Tour.
  • Responsible for tracking of unit funds and medical/non-medical supply expenditures and activities. Responsible for effective management and execution of unit personnel programs.
  • Monitors compliance with medical requirements to ensure timely completion and medical qualification of assigned personnel.

Qualifications

In order to qualify, you must meet the general experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions.
SPECIALIZED EXPERIENCE: One year of specialized experience equivalent to the GS-05 qualifying pay band or other pay systems in the Federal service which involves the particular knowledge, skills and abilities required to successfully perform the duties of the position. Specialized experience includes working in a medical administrative office maintaining medical records, related correspondence and forms, scheduling physical examinations, and tracking medical unit requirements and suspense.

EDUCATION: Have one full year of graduate level education that is directly related to the work of the position to be filled.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Knowledge of Air Force Reserve medical service mission, organization, programs, and functions to include aspects of carrying out unit's medical training and administrative program to ensure medical mission can be effectively accomplished.
  2. Knowledge of practices, procedures, and methods used to measure the effectiveness, efficiency, and productivity of responsible medical programs.
  3. Knowledge of a military command structure and medical administrative concepts, theories, procedures and techniques, as well as a specialized knowledge of wartime medical operations and missions.
  4. Knowledge Air Force medical planning and programming concepts and a thorough knowledge of units medical mission, equipment specifications (Allowance Standards) and operational parameters.
  5. Knowledge of medical and administrative programs throughout the Air Force Reserve in order to conduct studies, analyze findings, and make recommendations on substantive program changes within the unit.
  6. Skill and ability to prepare project/staff reports and deliver briefings to high level official both civilian and military. Skill in meeting with the public, presenting briefings and working with others.
OTHER SIGNIFICANT FACTS:
  1. Assumes responsibility of the supervisor, in their absence.
  2. The incumbent's regular assignments are primarily ART duties; however, the incumbent may also be assigned some non-ART duties, generally not to exceed 30% of total responsibilities.
  3. Incumbent may be required to fly in military and/or commercial aircraft to perform temporary duty (TDY) assignments.
  4. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  5. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
OBLIGATED STATEMENT:
This position is obligated to the former incumbent and has return rights to this position under 10 U.S.C. 1586. Upon the employee's return you are subject to being displaced from this obligated position. Every effort will be made to find an equivalent position for you at the same grade for which you qualify within the commuting area without loss of seniority, status, or tenure.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.

This is an Air Reserve Technician (ART) position. ARTs are eligible for 15 days active duty tour each year for which military leave is granted with full civilian pay. Air Reserve units and members; are subject to immediate call to active duty in mobilization to meet a national emergency. Retired military that have active AF Reserve assignments may apply provided they show assignment (position) on the application. A military service member's statement of service/certification will be accepted IF a terminal leave form or DD214 cannot be provided. The statement/certification should indicate member's separation from active duty is within 120 days of the closing date of this announcement. It must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters and must indicate when your terminal leave will begin, your rank, dates of active duty service, the type of discharge and character of service (i.e. honorable). Your preference and/or appointment eligibility will be verified prior to appointment. Military members may be appointed before the effective date of their military retirement/separation if member is on terminal leave.

Individuals selected for ART positions must meet both civilian qualifications and uniformed military requirements. In addition to meeting civilian qualifications, applicants must obtain military membership in the Air Force Reserve, wear the uniform, maintain job-specific military specialty requirements, and meet other military qualifications such as age, height, weight, and physical fitness standards. Additional information

Tax Law Impact for PCS: On 22-Dec-2017, Public Law 115-97 - the "Tax Cuts and Jobs Act of 2017 suspended qualified moving expense deductions along with the exclusion for employer reimbursements and payments of moving expenses effective 01-Jan-2018 for tax years 2018 through 2025. The Federal Travel Regulation Bulletin (FTR) 18-05 issued by General Services Administration (GSA) has authorized agencies to use the Withholding Tax Allowance (WTA) and Relocation Income Tax Allowance (RITA) to pay for "substantially all" of the increased tax liability resulting from the "2018 Tax Cuts and Jobs Act" for certain eligible individuals.
