Duties

Help

As a Comptroller at the NH-0501-4 some of your typical work assignments may include:

  • Serves as the Comptroller and principal advisor to the DMEA Directorate leadership and serves as the senior authority on all matters relating to financial management.
  • Provides extensive advice, consult and guidance on the policies, plans, concepts and principles of financial management, and the funding requirements and implications inherent in long and short-range administrative and operational plans, programs, and mission requirements.
  • Participates in the planning related to significant changes in mission and management resources to justify and defend resources required to accomplish DMEA's mission.
  • Directs the preparation of and reviews a variety of management analysis, cost analysis, and reviews and analysis results.
  • Has oversight in the annual DMEA operating requirements and budget review to support the DoD Budget Estimate Submission (BES)/Program Objective Memorandum (POM) submission.
  • Oversees the financial execution of resources and participates in decisions for adjusting programs and objectives.

Qualifications

You may qualify at the NH-04 if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the NH-03 (GS-13) grade level in the Federal service:

  1. Applying concepts, principle, practices, laws and regulations of budgeting and/or financing at an RDT&E activity and their relation to more senior levels;
  2. Providing advice on effective and efficient methods for the acquisition and use of funds to support the organization programs and activities;
  3. Developing and implementing budgetary/financial policies and plans; and
  4. Leading, supervising, motivating and counseling employees.


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.

ACQUISITION POSITION: This position requires a Defense Acquisition Workforce Improvement Act (DAWIA) Financial Management, Advanced. Certification prior to hiring is not essential but must be accomplished within 24 months after entry into this position.   • DAWIA (Back to Basics) Certification: CAP: Position is a DoD Critical Acquisition Position & requires DoD Acquisition Financial Management, Advanced certification within required timeframes. Selectee must also achieve 80 hours of Continuous Learning Points (CLPs) every 2-years and sign a written agreement to remain in Federal service in the position for at least three years. FINANCIAL MANAGEMENT: Selectee or incumbent must be able to obtain the appropriate certification level for their position. This is a Financial Management Level Advanced Certified position. IAW Public Law 112-81 and DoD Policy the incumbent shall comply with the requirements of DoD FM Certification program within the allotted timeframe. Only experience and education obtained by the closing date of this announcement will be considered.
