THIS IS A T5 EXCEPTED SERVICE, PERMANENT POSITION

The primary purpose of the TRAFFIC MANAGEMENT SPECIALIST, GS-2130-11, is to manage Department of Defense (DOD) convoys moving within the state; and to plan, organize and direct preparation, maintenance and execution of peacetime and wartime ARNG movement plans for all units within the state.

  • Coordinates directly with the state Department of Transportation (DOT) to determine highway availability, restrictions, permit requirements and changes or additions to the State Highway Network Database. Approves requests for use of the highway network by utilizing the approved federal operating system, and then issues movement orders. Coordinates directly with the USPFO Traffic Manager to obtain necessary commercial transportation support.
  • Exercises functional authority to manage and coordinate the movement of DOD convoys during peacetime, mobilization and deployment. Serves as the Command Transportation Officer and represents the DCS G-4 on transportation matters involving movement of personnel, equipment and supplies, both domestically and internationally, using military transportation assets. Coordinates movement planning requirements and JFHQ inspections of unit mobilization plans.
  • Plans and schedules work in a manner that promotes a smooth flow and even distribution. Assigns work to subordinate employees based on organization priorities. Identifies need for changes in priorities and takes action to implement such changes. Provides advice to supervisor on significant issues and problems related to work accomplishment.
  • Manages the State General Services (GSA) lease Vehicle Program (less recruiting and retention vehicle program). Ensures leased vehicles are managed in accordance with regulatory guidance. Coordinates with Property Book Officer's in maintaining required records for the GSA leased vehicle program. The position resides within the infrastructure and support functions of the state National Guard; the incumbent is not subject to mobilization, nor is the work described part of the military mission; and the incumbent does not perform a key advisory or essential administrative role that is inherently military. In addition, the position must meet one of the following: It does not have a comparable military function; the position is required in full-time (civilian) role when the organization, or similar military position, is mobilized to perform continuing post-mobilization functions; or the position requires a skill or competency that necessitates technical expertise or professional qualifications that cannot be readily found in the military structure of the state military force.

Incumbent must:
- Complete The Intermodel Dry Container/Convention for Safe Containers Re-Inspection Course/AMMO-43 online within 2 months of employment.
- Complete Hazmat Certification and Radiation Safety Training within six months of employment and recertify every two (2) years.

Incumbent will be required to travel within and around the state. Travel will require incumbent to Remain-Over-Night (RON) to accomplish mission.

Qualifications

TRAFFIC MANAGEMENT SPECIALIST, GS-2130-11: Must have at least one year of specialized experience, equivalent to at least the GS-09 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the GS grade indicated. Specialized experience may have been demonstrated by performing duties such as: performing, administering, or supervising technical and analytical work concerned with planning, development and execution of traffic policies and programs; Experience interpreting applicable Federal, State, and local laws, and regulations concerning transportation and traffic procedures; Knowledge of transportation requirements and systems for specific geographic areas (International and Continental United States); Managing or participating in managing a transportation or traffic program involving (1) operating a transport or traffic system to move passengers or commodities of an organization when there is accountability for operating costs, (2) operating a transportation system to provide common carrier types of services to shippers, and (3) procuring common or other carriers and other transportation services to move an organization's personnel, freight, and/or other commodities; Providing advisory service involving commodity analysis from the transportation standpoint.

Education

Substitution of Education for Specialized Experience: Ph.D. or equivalent doctoral degree in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.
