This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for USACE Real Estate Personnel to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: Incumbent will assume complete responsibility for planning, scheduling, directing, budgeting, coordinating, advising, supervising, and reviewing of branch activities in support of lease acquisition and management of real estate for assigned leasing programs.

Help
  • Serve as agency’s technical expert on lease acquisition.
  • Provide supervision, oversight, direction, execution, coordination, and evaluation of the real estate leasing program by leading and directing a diverse team of real estate professionals.
  • Ensure assigned Branch meets organizational deadlines and effectively communicate project and personnel status to leadership.
  • Oversee branch operations by administering training, delegating tasks, and providing guidance to maximize program efficiency using available resources.
  • Negotiate complex real estate actions that are critical, controversial, and/or unusual in nature.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires temporary duty travel to other duty locations 25% of the time.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • Required to submit a Confidential Financial Disclosure Report, OGE-450 upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 17-Nov-2011.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. For Supervisory Realty Specialist, GS-1170-13, you must possess: One year of specialized experience which includes performing real estate procedures which includes 1) applying knowledge of directives, laws, policies, and regulations relating to Federal and Army real estate procedures associated with the leasehold acquisition of Federal real property interests; 2) supervising a team assigned to execute the acquisition real estate interests and all associated actions; 3) resourcing a diverse team in the execution of real estate products and services.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
