This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: Completes facilities and grounds maintenance by performing a variety of semi-skilled and skilled level tasks related to the operation, maintenance, construction, alteration/repair of project buildings/structures, roads and grounds, debris facilities, and other project facilities.

Help
  • Operates one or more types of heavy equipment to excavate, backfill, grade, or level earth to rough specifications.
  • Determines the cause of malfunctions and making repairs to a variety of heavy mobile equipment and vehicles.
  • Operate, install, modify, and repair new and existing utility, supply, and disposal systems and equipment.
  • Construct, install, repair, and modify wood and wood substitute structures.
  • Performs a variety of landscaping and grounds maintenance work including sweeping, trimming and mowing; tree falling, sawing and pruning; planting of trees, shrubs and grass; weed control; irrigation; etc.
  • Utilize electric resistance and manual gas welding processes to fabricate and/or repair equipment.
  • Operate straight-in-line trucks which typically have an approximate gross vehicle weight of more than 14,400 kilograms (32,000 pounds) and vehicles driven have limited maneuverability.
  • May operate vessels up to 25 feet, single or twin screw or jet type propulsion motorboats to complete maintenance activities, such as transporting equipment or personnel; deploying oil spill booms; installing and removing swim lines/buoy markers.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Class A commercial driver's license with air brake combination endorsements must be obtained within 12 months of employment.
  • US Army, Corps of Engineers 26' and under motorboat operator’s license must be obtained within 12 months of employment.
  • US Army, Corps of Engineers forklift certification must be obtained within 6 months of employment.
  • Man Lift certification will be required when scheduled by management.
  • Position is drug test designated requiring pre-employment and random drug testing.
  • Position requires a pre-employment physical to include use of respirator and annual physical examination and participation in the medical surveillance program.

However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision.

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) MAINTENANCE MECHANIC ~ without more than normal supervision. Must have the ability to perform common maintenance worker duties such as; plumbing, carpentry, grounds maintenance, welding, and heavy equipment operator. Must show the ability in operating and repairing heavy mobile equipment and vehicles, such as bulldozers, road graders, rollers, and similar heavy construction. Work under normal supervision of a work leader or journey-level employee who observes tasks in progress and upon completion to make sure they are properly performed. - Failure to meet this Screen out Element will result in an ineligible rating.

  • Physical Effort: Makes repairs and installations from ladders, scaffolding and platforms. Working in tiring and uncomfortable positions, the employee may strain or exert themselves physically, including being required to stand, stoop, bend, kneel, climb, twist, stretch, or reach. Frequently lifts up to 50 pounds. Requires good foot, hand, and eye coordination, particularly during small craft operation and heavy equipment operation. Strenuous physical effort is used by equipment operation to constantly reach, bend, turn, and move hands, arms, feet, and legs to manipulate controls to operate equipment and attachments.
  • Working Conditions: The work is done inside and outside and is dirty, dusty, noisy, and/or greasy areas. Frequently works in uncomfortable, awkward, cramped, or hard to reach places. Works on ladders, scaffolds, or man-lifts and may have the potential for injury from falling. Work is performed in all weather conditions to include freezing/icy conditions and extreme heat. The worker is exposed to the possibility of broken bones, electrical shock, burns, illness from sewage, cuts and bruises, or serious accidents. Incumbent may be required to wear a respirator for painting or other assigned duties and must be medically cleared in accordance with the respirator program. Employee is subject to the discomforts of wearing safety equipment such as gloves, steel-toed shoes, hard-hat, lifejacket, respirator, fall protection harness, etc. when required by the situation. The possibility of drowning exists as a result of falls while working around water, but the hazard is practically eliminated through observance of safety procedures, wearing of life jackets, and similar safety measures.
