Summary

This position is in the Grounds & Transportation Section of the VA Butler Healthcare System (VABHS).

The incumbent is a motor vehicle operator, safely transporting patients, family members (care takers/escorts) and employees, as well as supplies and personal belongings/medications, between campuses of the VA Butler Healthcare System and to other points throughout the tri-state area.

Position Description Title/PD#: Motor Vehicle Operator/PD00826A


Major Duties Include but not limited to:

  • Operate gasoline or diesel-powered vehicles which typically have an approximate gross vehicle weight up to 26,000 pounds. Types of vehicles include passenger vans, cargo vans, and ambulance mobile units. Included are special purpose vehicles equipped with a power takeoff and levers, buttons, pedals, etc., to control auxiliary equipment, such as buses with capacity of less than 20 passengers under a gross weight of 26,000 pounds. May operate passenger ambulance buses. Perform operator maintenance on all vehicles operated (e.g., monitoring fluid levels, replacing air filters and interior lights, checking tire pressure and hose connections, safety belts and washing the vehicle).
  • Drive station vehicles such as pick-up trucks, sedans and/or station wagons, as assigned, to accomplish the necessary workload. Operates equipment utilized in patient transportation including, but not limited to: wheelchairs, stretchers/gurneys, stair chairs, vehicle lifts, etc. Utilize appropriate safety devices for all patient trips. Examples include seat belts, safety straps, and all other necessary restraints.
  • Picks up patients at a VABHS campus, their homes, contract nursing home, community based outpatient clinic (CBOC), etc., and transports and delivers to their destinations. Incumbent may also transport patients' personal belongings, oxygen tank, wheelchair, and medications. Recognizes when a patient and care takers/escorts are in distress or unresponsive. Initiates emergency calls to 911 for medical emergencies for patients and care takers/escorts during transportation.
  • Interpret all road signs and markers.
  • Follows policy and procedures for usage of fleet charge cards.
  • Compliance with all traffic and safety regulations to avoid injury and discomfort to patients.
  • Perform general labor duties related to securing, loading and unloading patients in wheelchairs, wheeled gurneys, stretchers, assist ambulatory patients as well as cargo as directed.
  • Operate street sweepers, gardening/landscaping equipment, and snow removal equipment. He/She will assist in all types of grounds maintenance including but not limited to garden and landscaping duties. Incumbent will provide assistance during relocation of employees, patients and services within the medical center buildings.

EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards.

SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
