Summary

This position is located within the Morale, Welfare and Recreation (MWR) Department of Navy Region Southwest (NRSW). Fitness and recreational programs and activities are provided to active duty, retirees, reservists, and their dependents and authorized civilian personnel. The incumbent is responsible for the proper function, administration and supervision of the Fitness Center, frontline personnel, daily fitness programs and special fitness events.

Duties

Help

  1. To oversee the function of all fitness programs ensuring safety, quality, implementation and promotion. Including but not limited to; Micro fit testing, new program design, group exercise classes, interdepartmental development of fitness, working with special projects within the installation and special events. (i.e., certification workshops, health fairs, extracurricular activities.) Manages and supervises the day-to-day operation of the fitness center. Inspects and maintainsequipment and facility in accordance with all established Navy and industry operational guidelines/standards. Ensures all repairs and maintenance of furniture, fixtures and equipment are completed in a timely manner.
  2. Supervises appropriate staff to include NF-0189-02 Recreation Assistants, NF-0189-01 Recreation Aids (Fitness) and/or NF-0188-03 Fitness Instructors. Oversees actions of frontline staff and contract instructors. Responsible for training, supervising and scheduling staff. Interviews and prepares necessary paperwork for approval for hiring personnel. Evaluates employee performance, initiates appropriate disciplinary action and recommends other pertinent personnel actions. Develops, coordinates, implements and continually modifies a comprehensive group exercise program consisting of a variety of class styles. Ensures that all classes are taught in a safe and effective manner. Provides technical guidance to fitness instructors when necessary. Designs, organizes and carries out special events and health promotion projects in collaboration with fitness contractors and/or other installation staff. Provides information for publicity releases and coordinates with marketing professionals to maximize participation.
  3. Assists with developing annual budget requirements for assigned areas. Analyzes financial data, reviews budget, and submits reports and recommendations. Monitors all program revenue and expenses in areas of responsibility. Ensures reports and records are properly submitted. Submits completed Appropriated Fund (APF) and Non-Appropriated Fund (NAF) purchase orders for equipment, parts, supplies and service contracts for approval.
  4. Creates and oversees a variety of exercise and wellness programs to include safe and beneficial exercise prescriptions for cardiovascular fitness, weight loss, strength conditioning and flexibility. Ensures prescriptions are in accordance with American College of Sports Medicine guidelines. Identifies cardiovascular risk factors and other limiting conditions via medical health history questionnaires. Refers patrons to medical personnel when necessary. Supervises, instructs and demonstrates the proper and safe operation of exercise equipment. Ensures staff is properly trained in the use of cardiovascular fitness machines and strength training equipment. Monitors information given to patrons for accuracy. Oversees contract fitness instructors. Interacts and communicates with Navy Region Southwest MWR contracting office and payroll on behalf of the contractors. Complies with EEO policies and communicates support of these policies with subordinates. Assures quality in determining selections, assignments, training, promotions, qualifications, discipline and awards to employees.
  5. Research and/or creates educational materials for the bulletin boards, ensuring all information is current and meets ACSM or ACE standards. Checks equipment periodically and reports any damage to MWR Maintenance for repair. Checks areas which fall under cleaning contract for quality assurance and adherence to the agreement of contract schedule. Reports any discrepancies to contractor's Quality Assurance Supervisor. Prepares end of the month reports and pay sheets for contractors. Reconciles utilization and payments for classes. Must exercise tact, good manners, diplomacy and courtesy when assisting clients and dealing with fellow employees. Presents fitness division information to the command on a regular basis. Perform other duties as assigned.

Qualifications

  • Certification from a nationally recognized agency such as the American College of Sports Medicine, American Council on Exercise, or Cooper Clinic for Aerobic Research in the area of exercise science or be able to obtain certification within 90 days of employment. *
  • Cardiopulmonary Resuscitation and AED certification is required. *
  • Knowledge of various strength training machines and cardiovascular fitness equipment. Ability and knowledge to perform minor repairs and maintenance of exercise equipment.
  • Minimum of one year experience conducting graded exercise test on a stationary bike or treadmill with a heart monitor, performing body composition, flexibility and strength assessments. One-year experience counseling otherwise healthy individuals on their results and recommending fitness and lifestyle changes to make healthful changes. Able to assess and write individualized exercise prescriptions based on individual needs of each patient referred by their medical provider, including but not limited to, permanently wounded active-duty military, orthopedically injured, cardiac rehab and chronic weight management patients.
  • Ability to evaluate the effectiveness of all programs and to make recommendations for improving or correcting them.
  • Ability to develop and customize presentations and address groups. Ability to speak to individuals/groups regarding fitness and lifestyle modification is required.
  • Ability to maintain records and reports, follow verbal and written instructions, and communicate effectively with others.
