Duties

Help

Serves as the Deputy DZ, the incumbent advises the DZ on alternative plans and programs for missile defense objectives, projected threats, allied contributions, and integrated program analyses. As Deputy, the incumbent also advises the Director on Planning, Programming, Budget, Budget and Execution (PPBE) efforts to acquire MDS and supports the development of capability-based acquisition and development goals and strategies.

Serves as the Deputy DZ, an advisor to the DZ on all matters related to strategic resource planning for the entire spectrum of the MDA operational mission and financial requirements. Earned Value Management, cost estimating, manpower/allocations, human resources matters, and Legislative liaison.

Aligns and ensures there are available resources to meet unpredictable and changing requirements. Provides the Director, MDA and the DZ recommendations regarding acquisition challenges that could negatively affect the Agency's capability to meet mission requirements.

Serves as the C/CFO, the incumbent is delegated full authority and responsibility for developing, coordination, integrating and executing financial management policies, programs and processes for the effective utilization of $11 billion annually in support of MDA mission requirements.

Serves as the Agency's key spokesperson regarding financial management matters with the Department, the Services, the Office of Management and Budget (OMB), General Accounting Office (GAO), other Executive agencies, and Congress. The C/CFO ensures MDA is compliant with the Chief Financial Officer Act of 1990 and all legislation pertaining to financial reporting. The incumbent is responsible for the development and implementation of strategic financial goals.

Directs the agency's day-to-day financial management program to include budget formulation, presentation, justification, and execution; financial management policy development; publishing financial statements; funds control; establishment of the Financial Accounting Standards Advisory Board; oversight of financial management accounting systems; oversight of financial metrics; implementation of the Federal Financial Managers Integrity Act; and analysis of financial management and program management data.

In collaboration with the Director for Acquisition, the incumbent serves as the final financial authority regarding MDA's acquisition investments. The incumbent's decisions are critical to ensure the state of the art business systems to support the Warfighter.

The C/CFO is delegated full authority and responsibility for the development, direction, and administration of the Agency's Financial Management programs and represents the DZ at organizational reviews to provide the Director, MDA updates on the status of the key issues regarding budget, planning, execution, and allocations.

Provides oversight of MDA budget formulation, presentation, and justification requirements. Participates in the Agency's corporate decision-making process, identifies issues for consideration and provides authoritative recommendations to the Office of the Secretary of Defense (OSD), OMB, GAO, and Congress to come to resolution.

Serves as the Agency's Chief Executive for Financial Improvement and Audit Readiness (FIAR). Oversees development of MDA budget estimates to include Research, Development, Test and Evaluation (RDT&E), Procurement, Operations and Maintenance (O&M), Military Construction (MILCON), the Defense Acquisition Workforce Development Fund and Rapid Research funds. Prepares the Director, MDA in the defense of the Agency's budget to Congress, OMB, USD(R&E), and the Services. Serves as the primary interfaces with the DoD Comptroller.

Ensures MDA's funding remains consistent with congressional appropriations, regulatory and statutory requirements.

Briefs and represents the Agency at the senior Department forums to include the Program and Budget Development, Missile Defense Executive Board, 3-Star, Deputy's Management Action Group, the National Security Council, OMB, and Congressional briefings.

Works directly with the Defense Under Secretaries, Defense Executives, and congressional staff and serves as the focal point to response to OSD, OMB, the Congressional Budget Office, the Congressional Resource Service and GAO.

Directs, formulates, and oversees Agency budget formulation, execution, and reporting. Analyzes the impact of MDA budget options during each phase of the budget process.

Qualifications

EXECUTIVE CORE QUALIFICATIONS (ECQs) and TECHNICAL QUALIFICATIONS (TQs):

There is NO requirement to prepare a narrative statement specifically addressing the Executive Core Qualifications (ECQs) or the Technical Qualifications (TQs). However, to meet the minimum qualification requirements for this position, you must show that you possess the ECQS and TQS within your resume - NOT TO EXCEED 2 PAGES. TECHNICAL QUALIFICATIONS (TQs):

1. Demonstrated experience managing, organizing and leading a high performing workforce across geographically dispersed locations involving multiple business disciplines to include financial management and/or acquisition programs.

2. Expert in financial and acquisition management. Must possess extensive knowledge in planning, negotiation, execution, and administration of financial management and acquisition programs for a variety of complex and technical requirements in support of Ballistic Missile Defense Systems or an equivalent large-scale missile defense system.

In addition, DoD requires an Enterprise Perspective. This individual must have the ability to apply a broad point of view and an awareness and understanding of individual or organizational responsibilities in relation to DoD or government-wide strategic priorities is required. Executives must demonstrate the ability to work with internal and external partners to support national security objectives. This perspective is typically gained through a variety of diverse work experiences. A separate narrative statement is not required. This information should be within the resume.

Acquisition Certification -

  1. This is a Critical Acquisition Position (CAP). Unless specially waived by the appropriate official, the following are statutory mandated requirements:
    1. Selectee must execute, as a condition appointment, a written agreement to remain in Federal Service in the position for at least three years. In signing such agreement, the employee does not forfeit any employment rights, nor does such an agreement alter any other terms or conditions of employment.

This CAP requires Business, Cost Estimating or Financial Management, Advanced acquisition certification. The incumbent has 48 months to achieve this certification.
  1. The incumbent must complete 80 Continuous Learning Points (CLPs) every two years.
Background Investigation - This position is designated as critical sensitive and requires that a background investigation be conducted and favorably adjudicated in order to establish eligibility for Top Secret/Sensitive Compartmented Information security clearances, to include managing compartmentalized missile and radar programs.

Financial Disclosure - Senior Executives are required to comply with the provisions of the Ethics in Government Act, PL 95-521, which requires the submission of a financial disclosure statement (SF-278), upon assuming an SES position. This must be submitted annually and upon termination of employment.
