Summary

As a supervisor/manager, the selectee for this position will be eligible to receive a Manager Performance Incentive (MPI) provided eligibility requirements noted in agency policy are met. The MPI is an annual lump-sum incentive payment that considers agency performance, the manager's individual performance, and available funding.

This Supervisory Aviation Safety Inspector will serve as a Middle Manager in the General Aviation and Commercial Division, Delegation Branch, AFS-850.

Help

Responsible for aviation safety activities in a complex and dynamic air carrier and/or general aviation environment that includes experience in one or more of the following specialties: Operations, Avionics, and Maintenance. Applies an advanced knowledge of the technical aspects of the work directed and ensures the promotion of the highest level of safety compliance with regulatory standards while utilizing transparency of data exchange that includes the identification of hazards and management of risk.

Manages and sets clear performance standards that promote accountability, a sense of individual responsibility, professionalism, and pride for organizational performance to next level managers. Responsible for the leadership, planning, prioritizing, direction, communication, tasking, training, and scheduling of work. Responsible for time and attendance, leave approval, performance evaluation, corrective and disciplinary actions, and the setting of the front-line office goals and objectives.

Supports effective problem solving by ensuring subordinates are accountable to address challenges and barriers and are clear about roles and responsibilities for decision-making. Confirms subordinates take on expected work and produce intended results with minimal intervention. Ensure subordinates communicate progress and barriers, and coordinate decisions across organizational boundaries as appropriate. Applies an advanced knowledge of budget, human resource, and other administrative policies and procedures, and an advanced understanding of the objectives of the major subdivision.

Makes effective resourcing decisions across several work units, teams, or groups; making certain that work units deliver expected output within required time frame and budget. Hold other managers accountable to make good business decisions in meeting the needs of Flight Standards (FS). Defines, plans, and organizes assigned budget, staff and other resources to accomplish objectives for more than one organizational unit or team. Manages budget and reallocates resources among organizational units, projects, and programs, or requests additional resources, as needed. Performs critical aspects of the budget planning process, including projecting short-term and long-term future needs and justifying resource requirements.

Work is typically governed by established policies, procedures, and organizational objectives that frequently leave room for discretion. Resolves all but unique problems without the intervention of higher level management. Holds subordinate managers accountable for maintaining mutually productive partnerships with stakeholders as demonstrated by productive conflict and effective action taking to address issues impeding effectiveness. Meets with stakeholders regularly to identify potential impediments to team and organizational effectiveness.

Effectively aligns with other managers and work units with overarching organizational initiatives, strategies, and goals; testing for alignment with overarching business needs and ensuring the team maintains shared accountability to commitments and agreements. Selects and develops next level managers in accordance with established selection and development guidance and processes. Ensures selections for those positions meet the expectations of FS and represent both individual competency and temperament for working as a productive team member to increase the field of future leader talent.

The manager and organizational performance are reviewed periodically by higher-level management through status reports and organizational performance measures. The incumbent ensures the alignment of projects/programs with tactical objectives of the major subdivision. The work activities typically impact directly on project/program objectives for more than one organizational unit and for the major subdivision. The work affects internal and external customers.

Qualifications

General Requirements for All Positions:

  1. Not more than two separate incidents involving Federal aviation regulations violations in the last 5 years;
  2. Valid State driver's license;
  3. Fluency in the English language;
  4. No chemical dependencies or drug abuse that could interfere with job performance; and
  5. High school diploma or equivalent.

Medical Requirements for All Positions:

Applicants must be physically able to perform the duties of the Aviation Safety Inspector position in a safe and efficient manner, with or without a reasonable accommodation. The minimum medical requirements include the following requirements:

  1. Have good distant vision in each eye and be able to read, without strain, printed materials the size of typewritten characters (glasses and contact lenses permitted);
  2. Have the ability to hear the conversational voice (hearing aid permitted); and
  3. Not have any physical condition that would cause them to be a hazard to themselves or others that would interfere with their ability to fly as passengers in a variety of aircraft.

In addition, applicants for positions that require participation in the operation of the aircraft must:

  1. Possess a valid second – class medical certificate in accordance with FAA regulations; and
  2. Pass recurrent medical examinations as prescribed by the FAA.

Applicants not requiring valid second-class medical certificates who are tentatively selected will be required to:

  1. Provide documentation from a board-certified physician certifying that they meet the minimal medical requirements; or
  2. Individuals who do not meet the minimum medical requirements but who are otherwise qualified will receive an individualized assessment to determine whether they can perform the essential functions of the position.

Aviation Safety Inspectors (Operations)

When the predominant work involves air carrier operations, applicants for Aviation Safety Inspector (Operations) positions must meet all of the following requirements.

  1. At least 1 year of pilot experience in multi-engine aircraft of more than 12,500 pounds maximum certificated takeoff weight;
  2. Not more than 2 flying accidents during the last 5 years in which the applicant's pilot error was involved;
  3. Professional flying skill as demonstrated in a simulator check to Airline Transport Pilot Standard.
  4. Minimum 100 flight hours during the last 3 years;
  5. Airline Transport Pilot Certificate or Commercial Pilot Certificate with instrument airplane rating (Department of Navy positions require pilot experience as demonstrated by previous ATP level performance in large multi-engine airplanes and helicopters);
  6. Possession of a valid second-class FAA medical certificate (For positions within the Department of Navy, applicants must also be physically qualified to ride as an observer aboard squadron aircraft. In addition, must also meet physical requirements to travel and lift heavy objects while performing mishap investigations); and
  7. Minimum 1,500 total flight hours.

When the predominant work involves general aviation operations, applicants for Aviation Safety Inspector (Operations) positions must meet all of the following requirements.

  1. Valid, unexpired Flight Instructor Certificate with single and multi-engine airplane and instrument airplane ratings. Must have given a minimum of 200 hours of flight instruction in an aircraft.
  2. Professional flying skill as demonstrated in a flight check to Commercial Pilot Certificate with an instrument rating;
  3. Possession of Airline Transport Pilot Certificate or Commercial Pilot Certificate with instrument airplane rating.
  4. Minimum of 100 flight hours within the last 3 years.
  5. Minimum of 1,500 total flight hours.
  6. Possession of single and multi-engine land airplane ratings.
  7. Not more than 2 flying accidents in the last 5 years in which the applicant's pilot error was involved.
  8. Possession of a valid second-class FAA medical certificate.

Aviation Safety Inspectors (Airworthiness)

When the predominant work involves air carrier avionics, applicants for Aviation Safety Inspector (Airworthiness) positions must meet all of the following requirements.

  1. Aircraft avionics experience involving the maintenance, repair, and troubleshooting of installed avionics systems on aircraft.
  2. Avionics maintenance experience on aircraft of more than 12,500 pounds maximum certificated takeoff weight.
  3. Aircraft avionics work experience (which could include supervision or auditing) in a repair station; air carrier repair facility; military repair facility; or local, state, or Federal governmental agency within the last 3 years.

When the predominant work involves general aviation avionics, applicants for Aviation Safety Inspector (Airworthiness) positions must meet all of the following requirements.

  1. Aircraft avionics experience involving the maintenance, repair, and troubleshooting of installed avionics systems on aircraft.
  2. Aircraft avionics work experience (which could include supervision or auditing) in a repair station; air carrier repair facility; military repair facility; or local, state, or Federal governmental agency within the last 3 years.

When the predominant work involves air carrier maintenance, applicants for Aviation Safety Inspector (Airworthiness) positions must meet all of the following requirements.

  1. Experience involving the maintenance and repair of airframes, power plants, and systems of multi-engine aircraft of more than 12,500 pounds maximum certificated takeoff weight maintained under an airworthiness maintenance and inspection program.
  2. Aircraft maintenance experience in a repair station; air carrier or airline repair facility; military repair facility; or local, state, or Federal governmental agency.
  3. Experience involving the maintenance and repair of airframes, power plants, and aircraft systems with responsibility for certifying airworthiness.
  4. Aircraft maintenance work experience within the last 3 years.
  5. FAA Mechanic Certificate with airframe and power plant ratings.

When the predominant work involves general aviation maintenance, applicants for Aviation Safety Inspector (Airworthiness) positions must meet all of the following requirements.

  1. Experience involving the maintenance and repair of airframes, power plants, and aircraft systems with responsibility for certifying airworthiness.
  2. Maintenance experience with aircraft 12,500 pounds or less maximum certificated takeoff weight.
  3. Aircraft maintenance experience in a repair station; air carrier or airline repair facility; military repair facility; or local, state or Federal governmental agency.
  4. Aircraft maintenance work experience within the last 3 years.
  5. FAA Mechanic Certificate with airframe and power plant ratings.

Note - Recency of experience is waived for applicants currently in the 1825 series

To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-J/FG-14. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Experience includes extensive participation in certification, inspection, and surveillance as it relates to Air Carrier or General Aviation Operations, Avionics, and Maintenance. Experience in applying laws and regulations to assess technical procedures, policy changes, new legislation, new technology, and other significant technical issues to determine the impact on delegation programs.
