Duties

Help
  • You will serve as the Level IV Primary Agency Program Coordinator (APC) for the Government-Wide Commercial Purchase Card (GCPC) and Contract Specialist in the Regional Contracting Office (RCO), Marine Corps Base Hawaii’s (MCBH).
  • You will provide guidance, training, coordination, and oversight based on a comprehensive knowledge of Navy, Marine Corps, and Federal procurement.
  • You will establish management controls and user account information by appointing and documenting program participant authority via the Joint Appointment Module (JAM).
  • You will create appropriate award documents, Contract Action Report (CAR), and supporting documentation for execution by a Contracting Officer.

  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • You will be required to obtain and maintain a current Contracting Officer’s warrant.
  • You may be required to work overtime.
  • This position requires that you possess and maintain DAWIA Certification or obtain DAWIA certification within required timelines.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Managing and providing oversight of an organizations Purchase Card program by establishing applicable internal policies, procedures, training and communication; responsible for pre-award, post award, administration, and closeout for a variety of contract actions; search engines and tools such as the internet and/or vendor catalogs to conduct market research for procurement; and collaborate between the command and customer activities by providing guidance to customers relative to procurement planning to identify and solve discrepancies related to project requirements.

Education

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:

BASIC:

  • I have obtained a bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees OR
  • I am a current career or career conditional employee of the Department of Defense who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 OR
  • I am a current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
In lieu of specialized experience listed in the Qualifications section, applicants may qualify based on education OR equivalent combination of experience and education as follows:
  • I have successfully completed a Ph.D. or equivalent doctoral degree or
  • I have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree or
  • I have successfully completed an LL.M. degree that is related to the position being filled.

Additional information

The Secretary of Defense has ordered a department-wide hiring freeze subject to certain limited exceptions. This position is subject to the DoD hiring freeze. Offers of employment related to this vacancy announcement will not be executed until the position has an approved exemption.

A Cost-of-Living-Allowance (COLA) of 8.64% will be added to the stated salary. COLA is subject to change at any time.

This a Defense Acquisition Workforce position that requires a Contracting, Foundational Acquisition certification. The incumbent has 36 months to earn this certification. Incumbent must obtain and maintain certification in accordance with DoD Instruction 5000.66.

Acquisition Workforce (AWF) members must complete 80 hours of Continuous Learning Points (CLPs) every two (2) years, in accordance with DoDI 5000.66.

Workforce members are encouraged to earn their CLPs by completing Defense Acquisition University (DAU) Credentials. Obtaining certification within the allotted grace period and maintaining CLPs before and after achieving certification are conditions of employment. Failure to meet these requirements could result in disciplinary action and/or removal from employment.

Certain incentives (such as recruitment, Relocation or Student Loan Repayment) may be authorized to eligible selectees.

This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.

This position is covered by the Department of Defense Priority Placement Program.
