Duties

Help

Serves as a Field Project Coordinator at a Field Maintenance Program (FMP) Center. Creates and maintains construction/installation schedules and budgets to ensure completion of projects within schedule and budget. Serves as the principle technical expert to develop new or innovative concepts and approaches to systems, programs, and policies or serves as a senior project manager or team leader for large, challenging work activities. Serves as the focal point for the contracting officer, project engineer and FMP Focals on all technical and contract issues. Manages the logistics portion of construction/installation projects by working with the contracting officer on contractual issues.

Coordinate construction/installation activities with project engineers and FMP Focals. Coordinate with the appropriate regional associate program manager on budget issues to solicit for additional funding. Contacts are both external and internal. Coordinates with other organizations and agencies. Interacts with managers and employees within Engineering Services and other FAA organizations. Provide technical advice/direction to field personnel to help plan and implements projects, in addition to overseeing work activities, resolve design problems, construction delays and concerns with construction or installation work. Recommends project assignments and training for field personnel to increase their job skills and knowledge. Plans, schedules and identifies the resources required to address the construction management needs as identified in the CWP. Oversees the FMP Focals and work force. Works with the project engineers/technicians to schedule project construction phases accordingly based on priorities and available field resources. Must be able to communicate and coordinate Operational Risk Management throughout the entire construction phase of a project.

Performs work requiring agency-wide leadership for highly complex and challenging technical activities associated with analyzing, designing, modifying, developing, installing, repairing, fabricating, maintaining, or evaluating the most complex systems for which the FAA is responsible. Provides guidance to the other technicians and FMP Focals regarding difficult or operational issues. Applies experience and expert technical knowledge of assigned disciplines to develop new concepts, systems, or innovative approaches and to identify and resolve complex issues that may cross-organizational boundaries. Must be able to create and adhere to funding and budgetary limits for complex projects.

Qualifications

There is no time frame requirement at the Level III/FV-H to compete. Candidates must show experience at the level of difficulty and responsibility that is appropriate to the position. Specialized experience: Demonstrates an extensive knowledge of providing technical advice or direction to field personnel; scheduling project construction phases based on priorities and available field resources; ability to communicate and coordinate Operational Risk Management throughout the entire construction phase of a project.

Generally, experience at the next lower level FV-H/Level III, meets the minimum qualifications for this position as long as the experience supports the demonstrated abilities identified below.

This position is covered by the Department of Transportation's Drug and Alcohol Testing Program. Any applicant tentatively selected for this position will be subject to pre-employment or pre-appointment drug screening. Persons occupying a "testing designated position (TDP)" will be subject to random drug and/or alcohol testing.

Conditions of Employment:

1. Travel 50% or less.
2. Work assignments can be physical and strenuous in nature.
3. Duties may include climbing, lifting up to 80 pounds, walking up several flights of stairs, working on elevated surfaces, and/or working in outdoor environments.
4. There is potential for shift work, i.e. nights, weekends, and rotating shifts.

Interviews: If the Agency decides to interview any qualified employee on the selection list, then all on the list who are qualified must be interviewed.

Requirement for Security Clearance: Moderate Risk (5). This position requires completion and favorable adjudication of a background investigation prior to appointment, unless a waiver is obtained. Subject to a 5-year period reinvestigation.

Bargaining Unit: This position is covered by the FAA-PASS Bargaining Unit Agreement.
