This position is located within the Department of the Interior, Office of the Secretary, Office of Wildland Fire, in either Boise, Idaho, Washington, D.C., or Location Negotiable after selection.

At the full performance level GS-14 the major duties of this position include, but are not limited to the following:

  • Prepares and reviews budget tables, budget justification narratives, and other documents for annual budget requests through all stages of the formulation process.
  • Reviews and assesses budget requests submitted by bureaus and offices participating in the Wildland Fire Management program for reasonableness, accuracy, and consistency with all relevant policies, procedures, and priorities.
  • Recommends alternative program initiatives and resources levels for consideration by the Budget Officer and senior program officials.
  • Works with other DOI bureaus and offices, the Departments of Agriculture and the Treasury, and the Office of Management and Budget (OMB) to execute and monitor the apportionment, allotment, sub-allotment, and obligation of funds to facilitate the efficient and effective operation of the program.
  • Provides expert recommendations to the Budget Officer and senior program officials on budget execution of the bureaus and offices participating in the program, including examining un-obligated balances of prior-year funding and projecting budget execution by the program.
  • Prepares and analyzes special studies concerning resource needs and impacts and complex budget matters, by extrapolating, revising, and analyzing documentation and data.
  • Assists in preparing, reviewing, and revising communications to Congress and OMB in response to questions and for required briefings and reports.
The Office of Wildland Fire has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

Boise, Idaho Salary Range Information:
GS-13: $105,383 - $137,000 per year
GS-14: $124,531 - $161,889 per year

Washington, D.C. Salary Range Information:
GS-13: $120,579 - $156,755 per year
GS-14: $142,488 - $185,234 per year

Duty Station "Location Negotiable within the U.S." - If selected from Location Negotiable, the selectee will be required to report in person to a Department of the Interior Office or a Federal facility within the local commuting area, on their first day of work. In addition, the salary will be adjusted, based on the selectee's duty location.**This is a non-remote position**

First time hires to the Federal government normally start at the lower salary range of the grade level.

Minimum Qualification Requirements:
To qualify for this position, you must meet the Specialized Experience for the series/grade to which you are applying.

Specialized Experience: To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to the GS-12 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:

  1. Experience applying budget policies, procedures, and regulations to formulate and execute budgets for a large organization;
  2. Experience composing and evaluating annual budget formulation documents for a large organization to ensure accuracy, thoroughness, and consistency with law and policy;
  3. Experience preparing multi-year budget estimates and analysis for an assigned area.
Note: You meet ALL Specialized Experience statements to qualify for the GS-13 grade level.

To qualify for the GS-14, you must possess at least one full year of specialized experience equivalent to the GS-13 level in the Federal service, or comparable experience not gained through Federal service.   4. Experience identifying and analyzing trends to inform budget projections and decisions and to evaluate potential impacts on execution and formulation;
  5. Experience utilizing budget databases, systems, and information to ensure the availability and appropriate use of funds.

A preliminary background check must be completed before a new employee can begin work with the U.S. Department of the Interior. DUE WEIGHT: Due Weight Consideration is a review process used to provide consideration to performance appraisals and awards submitted with each application on a used merit promotion certificate and factoring the results into the merit promotion selection process.
