This position is located in the Human Resources Information Systems Division, Office of Human Resources (OHR), Office of the Chief Administrative Officer, United States Capitol Police (USCP). The OHR is responsible for leading, planning, and coordinating the administration of a comprehensive human resources program for the USCP. This position serves as a specialist in human resources, specializing in information systems and automated data processes, with technical responsibility for carrying out human resources information systems activities within the USCP.

Serves as a Human Resources (HR) specialist for Information Systems administration for sworn and civilian HR automation programs providing technical expertise on system operations, hardware, and a wide variety of personnel applications and programs.  Provides technical expertise and support through the development, implementation, and continuing support of automated systems. Serves as the go-to technical authority for processing personnel actions, encompassing the determination of action types, data requirements, and execution processes.  The incumbent must demonstrate expert-level experience using the National Finance Center (NFC) systems, including but not limited to processing personnel actions, payroll, and Time and Attendance (T&A) oversight. The specialist will serve as the technical liaison with NFC and lead issue resolution, systems integration, and enhancement activities related to NFC services.

Delivers expert analysis and integration of HR information to generate required reports, including customized solutions to address unique management information needs. Produces recurring and ad hoc reports and statistical information for personnel, payroll, manpower, budget, and accounting purposes. Works independently and with other USCP information systems professionals to design, develop, and modify PC-based and network applications that effectively integrate systems that are used to support HR activities. Resolves advanced technical and process-related issues within automated systems, providing tailored technical assistance and advisory services to HR staff, employees, management, and senior USCP leadership.  Experience generating complex reports directly from NFC systems is required. This includes extracting, transforming, and presenting workforce and payroll data for senior leadership.

Develops methods of measurement to provide accurate assessments of the programs and projects against benchmarks and established short and long-range objectives and strategic plans. Reviews the effectiveness of automated HR systems and evaluates their impact in helping USCP managers control their assets and organizations. Provides expert advice for application systems design, programming, analysis, modification, procedural changes, and documentation of agency HR business applications systems. Plans and coordinates contract administration activities for long-term, extensive technical service contracts for HR services and administration.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below.

For the CP-10 you must have at least 52 weeks of specialized experience equivalent to the CP-09/GS-11 level that is in or directly related to the line of work of the position to be filled. Specialized experience consists of: 1) maintaining all aspects of a HR system and reporting; 2) troubleshooting and testing a HR system and providing relevant feedback; 3) developing and interpreting data extracts and reports from an automated HR system; 4) gathering information from HRIS users and key stakeholders to recommend improvements; and 5) staying current on industry trends and regulations to ensure systems are continuously optimized to meet business requirements.

For the CP-11 you must have at least 52 weeks of specialized experience equivalent to the CP-10/GS-12 level that is in or directly related to the line of work of the position to be filled. Specialized experience consists of: 1) producing HRIS reports, statistical information, and dashboards to support decision-making and performance metrics; 2) demonstrated expertise in using the National Finance Center’s HR/payroll systems to process actions and extract workforce data; 3) experience providing oversight and resolution of Time and Attendance discrepancies; 4) proficiency in generating data-driven reports, dashboards, or analytics for leadership from NFC or other federal HR systems; 5) overseeing complex payroll operations involving retroactive pay, leave audits, pay adjustments, and corrections through NFC; 6) leading resolution of payroll discrepancies across multiple pay plans and collaborates directly with NFC, financial services, and HR stakeholders to ensure data integrity and compliance with federal regulations; 7) designing and managing quality assurance protocols for payroll accuracy and timeliness; and 8) providing technical direction and training on payroll-related policies, procedures, and system updates to HR staff.

Background Investigation -- Must successfully complete all components of the USCP full field background investigation. There are few automatic grounds for rejection in the USCP background investigation process. Issues of misconduct, such as illegal drug use, arrests, or convictions, may not be automatically disqualifying. However, deliberate misstatements, omissions, or intentionally withholding required information at any phase of the hiring process will result in a candidate's disqualification regardless of the nature or reason for the misstatement or omission. The primary reason candidates fail a background investigation is due to deliberately withholding or omitting material facts. Providing false and/or misleading information may be grounds for removal from the application and selection process.
