Directly reports to and supports the AIR Executive Advisor. Serves as an integral part of AIR Executive Office, ensuring executive support for related regular activities and overall front office support in coordination with the AVS front office, AIR Division front offices, and other service/office front office staff. Ensures final products meet the needs and expectations of the Service, and that the Executive Director and the Deputy Executive Director are cognizant of and in agreement with the products.
The work includes a mixture of routine and complex activities based on both the strategic and tactical needs of the service. The Manager defines, plans, and organizes assigned budget, staff/employees, and other resources to accomplish objectives of the organization's projects/programs. Manages budget and either reallocates resources among the organization projects/programs or requests additional resources, as needed.
Managerial duties affect subordinate staff/employees in the organization and include: planning; communicating the organization's vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance; coaching and developing employee capabilities; approving leave; and recommending or approving corrective/disciplinary actions as appropriate.
Executive Director Support: Serves as a back-up and a principal advisor to the AIR Executive Advisor.
Applies an advanced knowledge of the technical aspects of the work, an advanced knowledge of Federal aviation laws, regulations, policies and procedures for aircraft certification, and an advanced understanding of the purpose and objectives of the divisions as well as the integrated nature of the divisions for AIR in support of AIR/AVS/FAA priorities.
Stakeholder Collaboration: Establishes and maintains effective communications and assures a high level of service to all organizational elements of AIR as well as other offices throughout the agency. Partners directly with AIR senior leadership, other AVS services/offices, the aviation industry, and other civil aviation authorities to develop engagement plans that meet the needs of a wide spectrum of stakeholders.
Develops material for the FAA support at aviation events, industry conferences, and other civil aviation authority meetings on a variety of technical areas and concerns.
Direct Report Supervision: Monitors and evaluates performance. Executes personnel actions and/or corrective or disciplinary actions. Oversees the development of solutions to a variety of complex aviation problems, including regulatory, policy, and applicant issues.
Works to prepare employees for future opportunities across the division, with focus on continuity of operations and long-term organizational success. Coaches, mentors, and develops employees to perform current work and support career progression for the future. Ensures employees have necessary skills to accomplish their assigned tasks.
Work is typically governed by established policies, procedures, and organizational objectives that frequently leave room for discretion. Resolves all but unique problems without the intervention of higher-level management. Regularly called upon to identify problem areas and to develop and recommend new policies and procedures for resolution.
Individual and organizational performance is reviewed periodically by higher-level management, usually through status reports and organizational performance measures. Has discretion to ensure the alignment of projects/programs with the tactical (short-term) objectives of the major subdivision. The work frequently affects the major subdivision's internal and external customers.
To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-J, FG/GS-14.
