Help

  • Perform the duties of contract oversight for design and construction contract administration (which include site inspections, safety checks, compliance verification, project tracking, and construction management
  • Maintains and updates all record drawings in the facilities management section in a current "as-built" status, and maintains all electronic CAD (computer aided design) drawing files
  • Serves as facility support services point of contract for all technical matters involving the CAD (computer aided design) system(s), advising users on the application and use of the system
  • Responsible for the CAD administrations including directing backups, archiving files and documents, troubleshooting, organizing hard copy drawings and electronic storage, interfacing with various computer manufacturers to resolve problems, ensuring system efficiency, and maintaining current and latest applications of the system
  • Serves as facilities support services point-of-contact for design type work involving CAD being accomplished with outside activities or agencies. Reviews all A/E scope of work that involves CAD for compliance with accomplishing designed functional results and consistency with CAD system capabilities
  • Assumes full responsibility for maintenance of the medical center space survey
  • Other duties may be assigned

Qualifications

To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement, 06/23/2025.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements with 30 days of the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-10. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.


Individual Occupational Requirements (IOR): All applicants must meet the minimum requirements.

  • Series Definition: This series covers technical positions supervising, leading, or performing work involving applying a practical knowledge of the: methods and techniques of engineering or architecture; and construction, application, properties, operations, and limitations of engineering systems, processes, structures, machinery, devices, and materials.
  • Basic Requirements: Specialized Experience (for positions at GS-4 or equivalent and above): Examples of qualifying specialized experience include technical work in: drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems. Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as: Planner and estimator who analyzed designs for production purposes. Instrument maker or model maker who performed design or development work on devices fabricated. OR Certification: Engineering technicians may be certified by the National Institute for Certification in Engineering Technologies, an organization sponsored by the National Society of Professional Engineers. Certification by the Institute will be helpful as a measure of the technician's quality of experience.
In addition to the IOR, you may qualify based on your experience and/or education as described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-10 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
  • Wide range of knowledge background and experience in construction methods, practices, regulations, policies and precedents. This includes architectural, structural, electrical, and mechanical as well as fire and safety. The ability to use analytical and diagnostic techniques to understand the instructions and languages commonly used in engineering. Uses various techniques for developing new or modified work methods, approaches or procedures to develop innovative solutions to complex construction issues. Knowledge to provide comprehensive advisory and technical services to co-workers, management, A/E firms and contractors. Identify, evaluate, and recommend appropriate solutions to resolve complex problems and issues. A thorough knowledge of AutoCAD or 2D and 3D design. Knowledge of a wide range of computer techniques, requirements, methods, sources, and procedures to troubleshoot hardware and software problems on the CAD system.
Preferred Experience: Proficiency in 2D and 3D design, knowledge of engineering principles, experience in a specific industry (like manufacturing or construction), and strong attention to detail.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Work requires ability to access a variety of areas and spaces to take measurements, obtain data from facilities and equipment, and conduct required inspections. Accuracy and precision are important. Field work will require physical exertion such as long periods of standing and walking over moderate ground in construction sites. Incumbent must be physically able to climb, crawl, walk, stoop, sit, and have good hearing and eyesight. Work sometimes requires extended periods of time at a computer while producing draft products, reviewing design submittals or written reports.

Additional information

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
