Help

Joining the Customs and Border Protection Office of Field Operations (OFO) will allow you to use your expertise to perform comprehensive reviews, evaluations, surveys and other assessments pertaining to the operational functions relating to Seized Property management. Apply for this exciting opportunity to strengthen Homeland Security by providing expert technical direction on complex issues pertaining to seized property activities.

This position starts at a salary of $49,960.00 (GS-07, Step 1) to $79,443.00 (GS-09, Step 10) with promotion potential to $115,213 (GS-12 Step 10).

Typical Duties Include:

  • Ensuring compliance with the requirements established by CBP policy in the Seized Asset Management and Enforcement Procedures Handbook (SAMEPH) for the custody, preservation, and disposition of seized or forfeited property through to solution, within the FPF Officer's (FPFO) authority.
  • Reviewing all seized property documentation for accuracy and completeness and as necessary, requests additional information from the appropriate seizing officer.
  • Utilizing CBP automated systems to identify and account for all seizures within their area of responsibility. Generating and analyzing seized property management reports and is responsible for making all necessary corrections/edits.
  • Responsible for the operation of the certified OFO permanent seizure vault(s) under the FPFO.
  • Ensuring that all seized property stored in the certified OFO permanent seizure vault complies with the packaging, labeling, and storage requirements.

Qualifications

Experience: You qualify for the GS-07 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:

  • Updated automated property tracking systems to identify and account for all seizure operations.
  • Assisting with determining special handling requirements for hazardous/bio-hazardous materials, and any other property.
  • Complying with all physical security standards as it relates to the certified permanent seizure vault.
  • Monitoring the turnover of seized property for storage in certified permanent vaults.
Education Substitution GS-07: Successful completion of one year of full-time graduate education from an accredited college or university may substitute for the experience required at this level. This education must demonstrate the knowledge, skills, and abilities necessary to do the work. Check with your school to determine how many credit hours comprise a year of graduate education. If that information is not available, use 18 semester or 27 quarter hours.

OR

A bachelor's degree with Superior Academic Achievement (SAA) may also substitute for the experience required. It is based on (1) class standing, (2) grade-point average (i.e., GPA 3.0 or higher of a possible 4.0, excluding pass/fail credits. Pass/fail credits cannot be more than 10% of total credits), or (3) honor society membership. Review Superior Academic Achievement (SAA) to see if you qualify under this provision. Experience: You qualify for the GS-09 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
  • Assisting with planning, preparing, and participating in seized property destruction operations.
  • Assisting with reviewing seized property documentation for accuracy and completeness and requesting additional information from appropriate seizing officer.
  • Ensuring all seized property stored in the permanent seizure vault complies with the packaging, labeling, and storage requirements.
  • Assisting senior seized property specialists with determining special handling requirements for hazardous materials, bio-hazardous, and any other property requiring special transportation and/or unique handling.
  • Assisting with monitoring the turnover of seized property to ensure compliance with established timeframes set by national policy and procedures.
Education Substitution GS-09: Successful completion of a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in any field, or a L.L.B. or J.D. from an accredited college or university may substitute for experience required at this level. This education must demonstrate the knowledge, skills, and abilities necessary to do the work. Check with your school to determine how many credit hours comprise two years of graduate education. If that information is not available, use 36 semester or 54 quarter hours. You are required to submit proof of your claim.

Combining Experience and Education: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.) Firearms Requirement: You will be required to carry a firearm and maintain firearm proficiency. This position requires that the incumbent meet initial and continuing qualifications in the use of firearms as outlined in the Gun Control Act of 1968, amended by the Lautenberg Amendment of 1996. Motor Vehicle Operation: You must possess a valid state driver's license at the time of appointment. Must be able to drive/operate light wheeled and 4-wheel drive vehicles (e.g., forklift, cargo van, etc.).

Uniform: Incumbent is required to wear a DHS issued uniform.

Overtime: Position may require unscheduled overtime.

Travel: Position may require occasional travel for extended timeframes.

Data Systems: Incumbent must maintain the ability to access all data systems necessary to duty execution.

Communication Devices: Incumbent may be required to carry an electronic communication device. Successful completion/certification in both the OC Spray and the CSB is required at the basic training academy. May be required to operate a forklift, pallet jacks and utilize other methods for handling materials/warehousing equipment. Training: This position has a training requirement. Selectee(s) are required to attend and successfully complete 5 weeks of paid training in Glynco, GA. You may be required to successfully complete the training requirement as a condition of employment.
