Duties

In this position, you will serve as the CG-9141 Division Chief and as a senior advisor, consultant, and liaison to top management officials, policy makers, and non-governmental organizations and institutions on challenging, new developments in contracting/procurement initiatives which are Coast Guard-wide in scope. As a leading expert in the field of acquisition, the incumbent plans, manages, or oversees the Division's most important contracting programs; evaluates critical and complex proposals; and administers, through contract close-out or termination, major contracts, many of which are interdependent. As the Division Chief, the incumbent is also responsible for enforcement of all contract terms and conditions, resolution of contract problems, evaluation and negotiation of contractor proposed changes, and other complex contract actions which assure proper performance by all parties to the contracts.

Being a CG civilian makes you a valuable member of the CG team. Typical work assignments include:

  • Supporting the C5ISC contracting and procurement mission by planning, managing, directing and advising the contractual requirements process for the Alexandria Division, assisting in the development of acquisition strategies, developing the solicitation and contract award documentation, contract administration and closeout. Some contracts under the cognizance of the Division Chief may have a total contract value in excess of $850M.
  • Supporting acquisitions involving diverse areas such as major acquisitions, state-of-the-art systems and subsystems, engineering and technical support services with the majority of acquisitions being negotiated, employing the complete mix of fixed price and cost reimbursable contracts, and are highly visible and have Congressional interest with interagency, departmental, and agency implications.
  • Managing and supervising the procurement functions for three subordinate Branches within the Division; providing mentorship, leadership and supervision to the immediate Division staff.
  • Conducting internal control assessment audits; providing policy and procedures for Division level personnel; and identifying and processing ratifications documentation primarily for unauthorized actions conducted by C5ISC support staff.
  • Performing the administrative and human resource management functions relative to the staff supervised.

Qualifications

You must meet all three requirements listed below, unless you are covered by an exception:

1) Completion of a 4-year course of study leading to a bachelor's degree with a major in any field, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

NOTE: The Defense Acquisition University (DAU) does not grant Academic degrees; therefore courses completed at the DAU are not creditable towards meeting the 24 semester hour requirement, in the fields identified above, unless the coursework has been evaluated by an accredited institution recognized by the U.S. Department of Education, and appears on a college or university transcript.

AND

2) Completion of at least 4-years of experience in a contracting or related position, 1 year of which was directly related experience equivalent to the GS-14 level in the Federal service. Directly related experience must have involved the application of contracting principles, laws, regulations and procedures in planning, developing, implementing, and maintaining all aspects of the administration of one or more major systems contracts; applying knowledge of a procurement functional area sufficient to provide expert technical leadership, staff coordination, and consultation; formulating guidelines, implementing new developments, and providing policy interpretation; performing in-depth evaluations of the financial and technical capabilities, or the performance, of the contractor.

EXCEPTIONS TO QUALIFICATION REQUIREMENTS: Applicants who have been in a GS-1102 position, at or above the GS-13 level, since January 1, 2000 without a break in service only need to meet the 1-year of directly related experience in order to qualify. The educational, training and additional years of contracting experience requirements do not apply to these individuals.

Training is referenced within the Federal Acquisition Certification in Contracting (FAC-C) Modernization Memo issued by the Office of Federal Procurement Policy on Jan. 19, 2023. Applicants must meet the FAC-C (Professional) requirements and be certified at the time of application. Possession of certification must be indicated as part of application submission AND a copy of certificate/certification is required at time of application. Applicants not certified may still apply and be selected but must achieve certification within 24 months of appointment. A valid Defense Acquisition Workforce Improvement Act (DAWIA) certification is equivalent to a FAC-C at the same certification level, provided the FAC-C education and continuous learning requirements have been met. NOTE: Individuals with the legacy FAC-C at any level automatically receive the FAC-C (Professional).

NOTE: The agency may obtain a waiver for any individual not meeting the training requirements. The Coast Guard Head of the Contracting Activity must obtain the waiver from the DHS Chief Procurement Officer prior to the extension of an employment offer.

NOTE: If you are currently employed with an agency other than DHS and seeking a lateral transfer AND you were promoted to an 1102 position at or above the GS-13 level (or equivalent) after 12/31/99 based on a waiver of the agency's training requirements, you will need to be approved for another training waiver before you can be hired into a GS-1102 position at or above the GS-13 level with DHS. If you were hired into your current GS-1102-13 or higher level position, with a non-DHS agency, based on an educational waiver, you will still have to meet the educational requirements stated in Qualification Requirements #1.

In addition to meeting the basic educational requirements:

To qualify at the GS-15 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-14 grade level in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

Specialized experience should demonstrate the following:

  • Directs coordinative and advisory efforts with project officers to plan and develop long and short-range acquisition plans, strategies and realistic approaches for program goals.
  • Monitors and evaluate phases of pre planning and the negotiation, administration, and termination of assigned contracts. Provide broad, general guidance on unique, controversial and sensitive issues.
  • Reviews and clears procurement instruments of a political and particularly sensitive nature and/or those requiring a higher level of review as mandated by law or regulation.
  • Prepares and presents briefings as required and interprets and implements procurement policies, regulations, and develops standard operating procedures.

NOTE: Education cannot be substituted for experience at this grade level.

  1. Knowledge of procurement regulations and contracting principles including the latest procedures and techniques, e.g., sophisticated pricing arrangements, cost accounting, and life cycle costing sufficient to plan, develop, implement, maintain, and administer all contractual aspects of a systems acquisition program.
  2. Skill in managerial and coordinative activities sufficient to contract a variety of contractual actions occurring concurrently, in an overlapping fashion, or sequentially and to control several simultaneous interrelated contracts with different contractors.
  3. Knowledge of related disciplines and functions involved in the systems acquisition process, such as design or systems engineering, integrated logistics support, financial management and their interrelations with contracting.
  4. Skill in serving as the lead negotiator in developing pre-negotiation strategy, in conducting negotiations for the acquisition of a system, and in directing or performing post-award negotiations involving contract changes or modifications.
  5. Skill in advising top management during the executive and/or legislative decision-making process on procurement issues and policy proposals that involve exceptional controversy, and intensive legislative interest or initiatives.
  6. Knowledge with internal control procedures, system administration support with contract writing system and various other procurement and contracting applications, and data call management support.
  7. Ability to obtain and maintain an unlimited Contracting Officer's warrant.
