Summary

This position is in Nutrition and Food Services (NFS) in the Nutrition Communication Center (NCC) located at The Department of Veterans Affairs Medical Center Fayetteville, NC. The incumbent will work with information systems and is responsible for maintaining the systems and resolving issues related to the N&FS systems as they arise throughout the medical center. The incumbent functions independently, determines priorities, and accomplishes duties within service's timeframes.

Help

Duties include, but are not limited to the following:

  • Responsible for resolving IT issues relating to integration of VISTA, Get Well Network/Touch Tone Dining and Nutrition and Food Service Systems.
  • Develops and updates nutrient data base on nutrition analysis of menu items served.
  • Responsible for making menu/recipe changes and all necessary updates in food service system (any COTS program).
  • Ensures that all recipes are standardized and costed.
  • Performs system updates as needed to ensure efficiency and accuracy of system.
  • Maintains the overall quality of the NFS computer operations and provides input for implementing new and modified programs.
  • Consults with COTS contractor when unable to resolve issues internally.
  • Responsible for creating electronic reports per local standard operating procedure
    (SOP) and worksheets necessary for food service operations.
  • Provides training for all Nutrition and Food Services (NFS) employees on computer systems and security issues.
  • Follows all applicable regulations and law regarding the use of computer operations systems, software, electronic documents and files, activating printers, managing reports, utilizing intranet and internet resources, and managing e-mail and calendar functions.
  • Serves as NCC liaison between Veterans, multidisciplinary healthcare staff, and NFS. As the NCC Coordinator, resolves all COTS and menu selections issues for veterans throughout the facility.
  • Serves as the NFS training and development coordinator. May need to travel to multiple sites or locations.
  • Develops annually a comprehensive training plan for NFS including but not limited to Patient Centered Care, food safety and sanitation, NFS directives, NFS Standard Operating Procedures and Medical Center Memorandums.
  • Creates objectives and adapts training to various educational levels as needed.
Supervisory:
  • Accountable for the quality and quantity of work performed in the NCC and nourishment areas.
  • Responsible for independently coordinating/directing the daily operation of the NCC and nourishment areas using standards, policies, procedures, diet manual, modified menus, and production sheets, to guide the work.
  • Provides day-to-day oversight to menu selections, maintains menus, and orders the supplies necessary for completing operations.
  • Assists with menu tallies and posts weekly menus in designated ward areas.
  • Apprises the Supervisory Dietitian, or designee, of issues or concerns and initiates follow-up action.
  • Receives technical guidance from higher-level administration N&FS Management and Dietitians.
  • Provides supervision to the NCC employees, directing the work activities of employees, appraising performance, supporting a positive labor/management environment, and promoting courteous and cooperative working relationships of the N&FS department.
  • Uses resources to operate within a planned financial budget; shares in the managerial responsibility for the proper supervision of labor, allocation of subsistence, and all other resources. Responsible for the attendance, production, and efficiency of subordinate NCC staff.
  • Develops, documents and evaluates standards of work performance for NCC employees.
  • Observes subordinate employees' work and ability to follow instructions, provides suggestions and guidance as required.
  • Prepares employee performance requirements and annual evaluations; recommends employees for special contribution awards.
  • Interviews applicants for positions in related areas and recommends appropriate selections for hiring, promotion, and reassignments of employees.
  • Counsels employees as necessary, addresses informal complaints and grievances through discussion with employees and Union representatives.
  • Recommends and provides disciplinary action as necessary.
  • Maintains a positive relationship with Union officials in labor-managements relations; must have knowledge of personnel administration practices and negotiated Union contracts.
  • Possesses skill in interpersonal relationships, with ability to relate to internal and external customers and negotiate and problem-solve with courtesy, tact, and persistence.
  • Provides exceptional service recovery to resolve all complaints in a timely manner.
  • Serves as the first-level approver for all leave and premium pay requests in the time and attendance system.
  • Ensures timecard accuracy and certifies timely for payroll processing. Monitors leave usage of employees; administers leave restriction as appropriate.
  • Performs other directly related duties as assigned.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/25/2025.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5 . The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of computer systems and programs' interrelationships to ensure efficient and accurate operations. Includes knowledge of multiple computer systems which include but are not limited to any COTS program, CPRS, VISTA, Get Well Network Interactive Patient Care system/Touch tone dining, electronic menu modules. Knowledge of modified diet therapies and medical nutrition therapy for health and a wide variety of disease states. Ability to communicate effectively, both orally and in writing, with persons of varying educational, ethnic, and cultural backgrounds and possess skills handling customer problems and complaints. Knowledge of education techniques and leadership skills in order to conduct training and provide guidance to employees. Knowledge and skill in handling patient problems and complaints related to NFS in accordance with established policies and procedures.

  • Education: One full year of graduate education meets the requirements for GS-7 (transcript is required).

Physical Requirements:
Routine work requires repetitive motion activities of the hands and fingers for extensive
phone, keyboard and computer mouse use, standing and sitting for extended periods of time,
intermittent/non-strenuous ambulation around all areas of the medical center, and
carrying light items such as papers, books, portable scales, and food trays. Occasionally, duties
may require the movement of audio-visual equipment and/or classroom area organization.
