Duties

Help

As a Program Examiner, GS-0301-13/14/15, your typical work assignments may include the following:

- Leads the coordination of all budget formulation, legislative analysis, and management improvement activities focused on U.S. International Programs, including those of the Department of State, and other departments and agencies.
- Develops and recommends strategies for the approaches to improvement in the value and effectiveness of international programs.
- Resolves major policy issues, and renders advice and assistance in the administration of international programs, coordination of the division's efforts with other internal activities, and in communicating policies and priorities.
- Oversees, guides, and coordinates the formulation and execution of the budget in assigned areas.
- Reviews and analyzes agency budget submissions, studies, research materials, and other information related to assigned areas.

Qualifications

MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards. ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT.

TIME-IN-GRADE REQUIREMENTS: Applicants possess one full year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in Federal service or equivalent experience in the private or public sector.

SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector. Examples of specialized experience are:

You may qualify at the GS-13 level, if you fulfill the following qualification requirement:

One year of specialized experience equivalent to the GS-12 grade level in the Federal service or equivalent experience in the private sector which includes: 1) Preparing materials for review and presenting a budget to Senior Officials; 2) Developing and recommending strategies on policy issues; and 3) Conducting analyses of policies and studies to support budget, legislative and regulatory policymaking.

You may qualify at the GS-14 level, if you fulfill the following qualification requirement:

One year of specialized experience equivalent to the GS-13 grade level in the Federal service or equivalent experience in the private sector which includes: 1) Overseeing and coordinating the formulation and execution of a budget; 2) Leading negotiations on policy issues; 3) Conducting analyses of policies and studies to support budget, legislative and regulatory policymaking; and 4) Resolving international policy issues.

You may qualify at the GS-15 level, if you fulfill the following qualification requirement:

One year of specialized experience equivalent to the GS-14 grade level in the Federal service or equivalent experience in the private sector which includes: 1) Overseeing and coordinating the formulation and execution of a budget; 2) Leading negotiations on policy issues; 3) Conducting analyses of policies and studies to support budget, legislative and regulatory policymaking; 4) Resolving international policy issues; and 5) Formulating long-term strategic plans for an organization.


Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
