Major Duties:

  • Ensures the organization's strategic plan, mission, vision, and values are communicated to the team and integrated into the team's strategies, goals, objectives, and services.
  • Responsible for their laboratory section equipment inventory including maintaining the spreadsheet/tracking new equipment, turn-ins, annual and mid-year inventory of equipment.
  • Participates in job interviews and selection of applicants for vacant positions.
  • Reviews problem correction reports for specimens received or collected that did not meet established standards, including specimen collection, preservation, transport, and storage temperature requirements. Reports statistics required for process improvement activities and contract surveillance.
  • Monitors workflow and make day-to-day adjustments in accordance with established priorities, obtaining assistance from the supervisor on problems that may arise, such as patient call backs and specimen recollections or rejections.
  • Instruct medical technicians in specific tasks and job techniques and insure current and new employees are competent in performing venipuncture procedures, specimen collection and processing. Provide written instructions, reference materials and supplies as needed. Assist the Supervisor in updating specimen collection, and processing policies and procedures.
  • Assess specimen integrity for correct tube type; adequate sample volume; correct storage and shipping environment; sample is free of contaminants such as abnormal lipids (fats), high level of bilirubin present; or high level of red blood cells.
  • Troubleshoots and resolves specimen label or specimen integrity issues to prevent delays in patient care. Communicates with the patient's care team to resolve lab order discrepancies and/or special needs.

Work Schedule: TBD - Rotating 8 hour shifts including weekends and Holidays.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/20/2025.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

This occupational series has an Individual Occupational Requirement (IOR) which is a minimum qualification requirement. To be considered for the position, you must ensure that the experience is reflected in your resume and/or if applicable, transcripts must be uploaded to support education requirement or substitution.

GS-6 Specialized Experience: (a) Technical medical laboratory support work such as performing laboratory tests and examinations (chemical, microbiologic, hematologic and blood banking) and preparing reports of findings or (b) technical support work in a closely related field, e.g., biological laboratory technician work, that required application of the methods and techniques for the position to be filled.



You may qualify based on your experience as described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Ensures the organization's strategic plan, mission, vision, and values are communicated to the team and integrated into the team's strategies, goals, objectives, and services; responsible for their laboratory section equipment inventory; Provide training to new employees; monitors workflow and make day-to-day adjustments; monitors patient waiting times; responsible for the ensuring integrity and validity of laboratory specimens; manages patient care during adverse events..

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Work is performed in a laboratory atmosphere and requires regular and physical exertion such as walking, bending, recurrent standing and moderate lifting. The work requires specific physical characteristics and abilities and dexterity needed to perform intricate analytical and technical procedures. Data entry includes patient information, test orders, and other critical data in a computer that may result in physical problems from the effects of repetitive motion and eyestrain. Specific visual requirements include vision for both eyes, depth perception, the ability to distinguish colors and shades of colors, and the ability to read ordinary type without strain. The incumbent must have adequate hearing (aids permitted), and the emotional stability and mental stability to deal with stressful situations. See VA Directive and Handbook 5019.
