Duties

Help
  • You will aid in acquisition package development, including acquisition strategy and market research document.
  • You will support all initial contract award and/or transition efforts, including items such as, initial review of independent Government Cost Estimates, Statements of Work (SOWs), track task order awards, etc.
  • You will track funding levels against contract/task order ceiling to prevent overruns on the contract and/or orders and ensure the contract ceiling is not overrun.
  • You will review contract data requirements list (CDRL) deliverables, when appropriate, and ensure compliance with the data item description (DID).
  • You will review close out data and provide direction for closeout actions.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate:

At the DA-04 Level:
One year of specialized experience equivalent to the next lower grade level (GS-09/10) or pay band (DA-03) in the federal service or equivalent experience in the private or public sector in order to perform the duties of a Program Analyst. Specialized experiences must include duties related to the following: (1) Independently Coordinating & Participating in a source selection or leading a technical evaluation; (2) Performing work related to the acquisition process, requirements definition, development of SOWs, IGCEs, and other acquisition documentation; (3) Performing work related to source selection and/or technical evaluations; and (4) Utilizing contract surveillance.

At the DA-03 Level:
One year of specialized experience equivalent to the next lower grade level (GS-05-08) or pay band (DA-02) in the federal service or equivalent experience in the private or public sector in order to perform the duties of a Program Analyst. Specialized experiences must include duties related to the following: (1) Coordinating & Participating in a source selection or leading a technical evaluation; (2) Performing work related to the acquisition process and various contracting solutions; and (3) Performing work related to risk management, demonstrating leadership abilities, including conflict management and resolution, critical thinking, communication, and delegation.

Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

At the DA-04 Level:
Successful completion of a Ph.D. or equivalent doctoral degree
OR
Successful completion of 3 full years of progressively higher level graduate education leading to such a degree
OR
Possession of an LL.M., if related

At the DA-03 Level:
Successful completion of a master's or equivalent graduate degree
OR
Successful completion of 2 full years of progressively higher level graduate education leading to such a degree
OR
Possession of an LL.B. or J.D., if related
