Duties

Help

Develops and implements Army policy and programs governing the implementation and management of Knowledge Management (KM) initiatives. Determines how content will be structured, shared, controlled and made accessible to meet the organization's needs. Recommends appropriate technologies to support current policies and practices. Advises on opportunities presented by emerging technologies for improvement. Develops guidance and policy on processes to institutionalize these practices within the ARNG that interface with civilian and other applicable networked systems.

Identifies and establishes roles and responsibilities for supporting a knowledge management environment. Builds knowledge working groups/teams across the Major Subordinate Commands (MSCs) throughout the state. Develops a migration plan for content to support and promote knowledge management. Supports and maintains the continuous development of new communities of practice. Promotes the KM model in the organization. Institutes a change management program to assist in moving toward a knowledge-centric culture. Employs various techniques to support the needs of the ARNG Staff through various knowledge mapping and audits. Ensures distribution of all knowledge management systems within all operational environments in support of ARNG modularity and transformation. Responsible for working with Program Executive Offices, NGB and Defense Information Systems Agency (DISA) to facilitate integration of software to ensure establishment of technical and procedural measures. Allows efficient and effective knowledge sharing between NGB, ARNG, DA, DoD, interagency partners, and other federal and state systems.

Collaborates with assigned KMs at all levels of DoD and Joint Staff. Ensures that the KM tools employed have the ability to attain effectiveness. Facilitates a formulated Knowledge Management Working Group (KMWG) from across all directorates and MSCs to integrate planning, development and implementation of knowledge programs. KMWG considers all commander's guidance, policy letters, plans/orders, and SOPs, and other sources when developing standard practices. KMWGs use collaborative web portals built on Web-Based Applications and data bases. Analyzes, develops, evaluates, advises and improves work methods and procedures through information management automation. Works unilaterally with a team of IT Specialists that perform portal administration and content management duties. Provides technological solutions to all levels of the organization. Resolves database management system DBMS inconsistencies across the organization in coordination with other information technology specialists and systems. Provides technical expertise and training on system operations, and web/portal management.

Defines and establishes KM tasks in support of the published policy. Serves as the KM transformation facilitator for continual improvement of processes throughout the organization. Identifies internal/external best KM practices. Establishes methodology for sharing these across Army systems and Staff, MSCs, CONUS Staff and augmentees deployed worldwide using the ARNG website/portal. Coach's communities of best practices across the organization.

Implements processes for identifying and validating Subject Matter Experts (SMEs). The KM will provide training to internal, higher, subordinate, lateral, joint, inter-governmental, and multinational mission partners. Develops training programs for senior leadership to implement knowledge management practices using Enterprise Information Systems (EIS) with the purpose, of encouraging knowledge management tools. Facilitates training and procedures to enforce KM guidance. Integrates training requirements stemming from knowledge management solutions into the overall training plan. Evaluates KM training programs and procedures to maintain the integrity of the program through continuous process improvement. Promotes KM proficiency throughout the organization.

  • Certification as a knowledge manager through accredited programs is desired.
  • Individual must possess a secret clearance and may be required to obtain a top secret clearance with eligibility to access sensitive compartmented information (TS-SCI).
  • The incumbent shall comply with the requirements of the certification program and will be required to obtain and maintain certification. Certification requirements is IAT level I per DoD Instruction 8570.01-m.
  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
  • The work may require the employee to drive a motor vehicle and if so, an appropriate valid driver’s license is required.

Qualifications

SPECIALIZED EXPERIENCE is experience which is directly related to the position to be filled and which has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of this position.

GS-11 - Must have at least 1-year specialized experience equivalent to at least the next lower grade, GS-09. Develops and implements Army policy and programs governing the implementation and management of Knowledge Management (KM) initiatives. Determines how content will be structured, shared, controlled and made accessible to meet the organization's needs. Recommends appropriate technologies to support current policies and practices. Identifies and establishes roles and responsibilities for supporting a knowledge management environment. Develops a migration plan for content to support and promote knowledge management. Analyzes, develops, evaluates, advises and improves work methods and procedures through information management automation. Identifies internal/external best KM practices.

OR

Education - Possess a Ph.D, an equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree. NOTE: In order to be considered for this position using education as a basis of qualification, you must submit a copy of your transcripts.

OR

Combination -
A combination of Specialized Experience and Education as described above. Only graduate education in excess of that required for a Master's degree or equivalent may be used when combining education and experience to meet the total qualification requirements. Graduate education must be directly related to the work of the position. NOTE: In order to qualify for this position using a combination of experience and education, you must submit a copy of your transcripts.

EXPERIENCE REQUIREMENTS:
Resume must have complete dates and hours worked per week for each occurrence of both civilian and military employment (Example: 2 JAN 1980 to 3 MAR 1981; 0800-1630 M-F or JAN 1980 to MAR 1981; 40 hrs/wk) Use of year only will result in disqualification. - Skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature.

- Knowledge of the theory and principles of management and organization, including administrative practices and procedures common to organizations, such as those pertaining to areas of responsibility, channels of communication, delegation of authority, routing of correspondence, filing systems, and storage of files and records.

- Skill in conducting interviews with supervisors and employees to obtain information about organizational missions, functions, and work procedures.

Additional information

- This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.

- If a permanent technician with the AKNG is selected for an indefinite position which crosses service boundaries or funding categories (i.e., AKARNG to AKANG or vice versa, or for AKANG funding category: JBER to Eielson or vice versa), the nature of action will be Excepted Appointment (Indefinite). Therefore, if a Permanent technician is selected for an indefinite position as identified, they will be converted to an indefinite appointment and the losing unit is not required to reserve their home position.

- If you are a current Federal employee or former Federal employee, you must submit a copy of your latest SF-50 "Notification of Personnel Action" and/or a copy of the SF-50. You may submit your most recent performance appraisal.

- NOTE: A retired member of the Armed Forces may not be appointed to a DOD civilian position within 180 days after retirement, without a TAG approved waiver, in accordance with DoDi 1402.01, Employment of Retired Members of the Armed Forces, dated 09 Sep 2007 and National Guard Appointment for Retired Members of the Armed Forces Memo, dated 18 Jan 2019.

- Cost of Living Allowance (COLA): Entitled to 1.49% COLA in addition to base salary, subject to change.

- Direct Deposit Program: If selected for technician position with the Alaska National Guard, you will be required to participate in the Direct Deposit Program. (Salary will be automatically deposited to bank/credit union account).

- Veterans' Preference: a copy of your DD Form 214 which must include character of service or a Statement of Service/Proof of Service which must include service dates and character of service. In addition, if claiming 10-point preference you must submit a VA Letter or a disability determination from a branch of the Armed Forces (or documentation of purple heart, if applicable) and a SF 15 (Application for 10-point veteran preference).

Veterans Information: Veterans' preference must be validated by formal submissions including all necessary supporting documentation. You must provide acceptable documentation of your preference or appointment eligibility. Acceptable documentation may be:

1. A copy of your DD-214, "Certificate of Release or Discharge from Active Duty," which shows dates of service and discharge under honorable conditions.
2. A "certification" that is a written document from the armed forces that certifies the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions not later than 120 days after the date the certification is signed.
3. You may obtain a letter from the Department of Veterans Affairs reflecting your level of disability for preference eligibility by visiting a VA Regional Office, contacting a VA call center or online.

NOTE: Prior to appointment, an agency will require the service member to provide a copy of the DD-214.
