Help

As the Chief Ranger and senior law enforcement official at Klondike Goldrush National Historical Park, you will provide oversight and leadership to the Visitor and Resource Protection Division, a program that includes law enforcement, emergency services, structural fire, search and rescue, backcountry operations and management, special park uses, fee program management, commercial services and other visitor and resource protection duties. Duties include:

  • Supervising and leading complex law enforcement, including all hazard, emergency medical, and search and rescue operations as well as provide emergency medical services to park visitors and residents.
  • Using law enforcement procedures to protect against and investigate crimes against the park's resources.
  • Identifying operational requirements and make recommendations regarding programming, budgeting, training, administration, and evaluation of operations.
  • Serving on the park's management team, providing input and advice to the Superintendent on a range of divisional and park goals and strategic priorities.
  • Working in cooperation with the Alaska Regional Office and Washington DC Support Office.
  • Performing a wide range of supervisory functions including work planning, scheduling and prioritizing, assigning and reviewing work, training, awards and recognition, performance appraisals, safety, and recruiting.
  • Representing the National Park Service and the park on multi-agency, workgroups, and committees to achieve program goals.
  • This position also includes fee collection and/or government money handling duties which require a higher background check.

  • This is a secondary-administrative law enforcement position under the special retirement provisions of 5 U.S. C. 8336 (c) (CSRS) and 5 U. S. C. 8412 (d) (FERS). PLEASE NOTE: Applicants may meet qualification requirements, but may not be eligible for special retirement coverage. If such an applicant is selected, they will be placed in the regular retirement system. To be eligible for Secondary retirement coverage under CSRS, an employee must transfer directly (without a break in service exceeding 3 days) from a primary position to a secondary position. To be eligible for Secondary retirement coverage under FERS, an employee must: 1) transfer directly (without a break in service exceeding 3 days) from a primary position to a secondary position, AND 2) complete 3 years of service in a primary rigorous position including any such service during which no FERS deductions were withheld, AND 3) must be continuously employed in a secondary position(s) since moving from a primary rigorous position, except for any break in employment from a secondary position that began with involuntary separation (not for cause). It is the responsibility of the applicant to ensure this office has enough information to determine your special retirement status to ensure you do not lose benefits (normally through submission of your work history or other documentation that demonstrates work history of approved covered positions). You must let this office know if you are in a Primary position.
  • Prior to appointment, the people selected for these positions must be determined physically fit by an authorized physician to perform strenuous and physically demanding duties, pass a medical examination, and pass the Physical Efficiency Battery (PEB). The PEB is a fitness test consisting of five different components: 1) agility run - measures the ability to get up from the ground and sprint while changing directions; 2) bench press - measures upper body strength for one repetition; 3) 1.5 mile run - measures cardio/respiratory fitness; 4) sit and reach - measures flexibility in the lower back, legs and shoulders; and 5) body composition - measures body fat. Prior to appointment, selectees will be tested in all five components, and must pass the agility run, bench press and 1.5 mile run in the 25th percentile.
  • The position to which you will be appointed is subject to a financial disclosure reporting requirement and you will be required to complete a new entrant Confidential Financial Disclosure Report (OGE Form 450) within 30 days of your appointment.
  • An official passport is required for this position. Selectee must be able to obtain and maintain a valid U.S. passport and passport card.

  • You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
  • You may be required to work on-call, evenings, weekends, holidays, and overtime.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • You may be required to travel overnight away from home up to 5 nights per month. You must obtain a government charge card for travel purposes.

Qualifications

All qualifications must be met by the closing date of this announcement-06/24/2025-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Time-In-Grade requirement: Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement. Time-In-Grade requirements also apply to former Federal civilian employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Selective Factors: Applicants must meet ALL of the following to qualify:

1. Mandatory Minimum and Maximum Age Requirements: This position is covered by enhanced retirement provisions which stipulate mandatory retirement at age 57 after 20 years of service. Applicants must be at least 21 years of age and must not have reached their 37th birthday upon appointment to this position. Two exceptions are allowed: 1) an applicant has prior Federal service in a primary covered position sufficient to complete 20 years of service on or before the mandatory retirement age of 57; or 2) an applicant is a qualified veterans' preference eligible, in which case the maximum entry age (MEA) is waived and their corresponding retirement age may be higher than 57 after completing 20 years of service.

2. Mandatory Law Enforcement Commission: Applicants must meet one of the following criteria by the close date of the announcement to be considered for these positions:

  • Currently hold or have previously held (within the past three years), a National Park Service full (Level I) law enforcement commission, or equivalent within the past three years.
    • You MUST certify in your supporting documents the possession of at least one of the above criteria. Include your commission number with expiration date within your resume.
3. Primary Law Enforcement Experience: This is a covered secondary law enforcement position under the special retirement provisions of 5 U.S. C. 8336(c) (CSRS) and 8412(d) (FERS). Applicants for this position must possess experience gained by substantial service in a primary law enforcement position.

4. Driver's License: Must have a current, valid State Driver's License by 06/24/2025.

In addition meeting to the selective factors above, to qualify for this position at the GS-12 grade level, you must also possess the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS/GL-11 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. Examples of qualifying specialized experience include managing resource and visitor protection programs including law enforcement, search and rescue, emergency medical services, and structural and wildland firefighting; evaluating law enforcement program activities based on funding to determine objectives, amount and location of work, as well as type of resources needed for the program; interpreting regulations and policy directives related to law enforcement and natural resource protection; reviewing law enforcement case reports to ensure compliance with policy, mutual aid agreements, cooperative agreements and memoranda of understanding; investigating criminal activity; supervising a workforce engaged in resource and visitor protection; and serving as a primary law enforcement (or equivalent) advisor to management. You must include hours per week worked.

A Recruitment Incentive May Be Authorized for a newly selected employee when appointed to a permanent, temporary, or term position. A Relocation Incentive May Be Authorized for a Federal employee when the employee must move, as directed by the National Park Service (NPS) either through a management directed reassignment or selection for employment, to a different location at least 50 miles away from the one where his/her position of record held at time of selection is currently located, due to a need of the NPS. A relocation incentive is not the same as a Permanent Change of Station (PCS) move and, as such, may be granted in conjunction with one another.

This announcement may be used to fill additional positions if identical vacancies occur within 90 days of the issue date of the referral certificate.

Physical demands: Duties require prolonged periods of standing, sitting, and walking. The incumbent will experience periods of stress and physical effort requiring strenuous exertion in harsh conditions. May lift and carry objects over 50 pounds. Participation in the National Park Service Physical Fitness program and regular medical examinations in accordance with DO-57 guidelines is mandatory.

Working conditions: Work is performed both indoors and outdoors. Weather at Klondike Gold Rush National Historical Park is typical for the Pacific Northwest Coast and includes periods of heavy fog, strong winds, rain, and snow. Temperatures range from below 0 Fahrenheit during the winter to the mid-70s during the summer. Subject to holiday, weekend, flexible, and overtime work schedules.

The National Park Service has determined that the duties of this position are suitable for telework only during an emergency or natural disaster.

Travel, transportation, and relocation expenses will be paid if the person selected for the position is from outside the local commuting area and is otherwise eligible for reimbursement of relocation expenses under the Federal Travel Regulations.

Employer paid and reimbursed relocation expenses are considered taxable income. The NPS does not provide tax, legal or accounting advice. Employees should consult professional tax, legal and accounting advisors regarding concerns about the financial implications of a Permanent Change of Station (PCS).

Alaska currently does not have a state income tax.
