Duties

Help
  • Prepares and/or works with the lake staff preparing planning documents for the lake.
  • Develops and/or administers various service contracts and assists the contracting officer with oversight of contracts such as mowing, refuse collection, facility clean up, etc.
  • Participates as a member of the project budget team led by OPM to plan budget estimating, formulation, monitoring, and execution for resource management.
  • Oversee the conservation, preservation, restoration and use of all lake natural resources, and coordinates overall development and maintains land and natural resources management plans.
  • Plan and oversee the construction for the rehabilitation of picnic sites, roads, and associated structures in park areas.
  • Performs preliminary assessment, environmental baseline surveys, and reports of availability screening for real estate for all new or renewal real estate actions.
  • Plans, coordinates, and assigns work to subordinates determining work schedules and priorities, and develops performance plans and evaluates performance of subordinates.

  • Must possess valid US state drivers license.
  • Required to wear prescribed uniform as identified in regulation, ER 1130-2422, dated 01 October 1991.
  • Must successful complete Park Ranger Training (to include Visitor Assistance, CPR, First Aid, Blood Borne Pathogens, Unarmed self-defense) within one (1) year of employment into this position.
  • Requires possession of Title 36 Authority within one (1) year of employment into this position.
  • May be required to work nights, weekends, and / or holidays.
  • May be required to work in adverse weather conditions (e.g. heat, cold, rain, wind, etc.).
  • During emergencies may be called to report to work on short notice.
  • Must obtain a US Corps of Engineer Boating Operator's license within one (1) year of employment into this position.
  • A one-year Supervisory probationary period is required unless previously completed.
  • May be subject to random drug testing based upon piloting a vessel.

Basic Requirements for the Biologist Series 0401:

A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

GS-11

Specialized Experience: One year of specialized experience which includes meeting two of the following:
1) Provide leadership for an operation, maintenance, and/or natural resource management program; 2) Assist in budget execution for an operation, maintenance, and or natural resource management program; 3) Execute planning, managements, operation, and/or maintenance for a projects natural resources in order to ensure compliance with federal, state, or local regulations; 4) Communicate with internal and/or external stakeholders on proper management of operation/ maintenance, and or natural resource projects; 5) Direct projects to include; design and maintenance of park facilities, user fee programs, interpretation, service contract administration, visitor assistance, outgrants, public information materials and facilities.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09)
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
