INTERNAL EMPLOYEES - CONSIDERATION UNDER THIS VACANCY ANNOUNCEMENT IS LIMITED TO THE PERMANENT AND INDEFINITE STAFF OF THE COPYRIGHT OFFICE, DUE TO BUDGETARY CONSTRAINTS. TEMPORARY NOT-TO-EXCEED (NTE) AND INDEFINITE NOT-TO-EXCEED (NTE) EMPLOYEES ARE INELIGIBLE TO APPLY. (EMPLOYEES MUST MAINTAIN ELIGIBILITY AT THE TIME OF SELECTION.)
The Materials Control And Analysis Division is responsible for the intake and initial processing of service requests and other requests arriving by mail, processing of fees, maintenance of deposit accounts, and out-processing of completed requests.
Reviews incomplete packages, examines contents, and identifies missing materials. Searches database to determine whether a corresponding record exists. Keys the submitters' data into system to access system records. Performs special searches of various computer and card catalogs and files for open 407 demands, 408 applications, or 408 payments that the submitter may have sent electronically over the Internet, if missing applications and/or money. Places deposits in incomplete storage and adds any alerts or service request notes, if missing items are not found.
Receives motion picture copyright claims, ensuring accurate tracking of the claims and deposit copies, since standard industry practice is to send application and fees apart from deposits. Many submissions are received in an incomplete status and require connections to existing and related incomplete records before forwarding to the appropriate Registration and Recordation Program division for further processing. Employee resolves technical problems applying a good understanding of Copyright Office and Library of Congress requirements and procedures for motion pictures, music, and other kinds of videos. Communicates with submitting company to complete package, as necessary.
Replies to status and processing inquiry correspondence by drafting guide letters, original correspondence, or by telephone or email. Drafts routine letters that require original wording and translates information into terms understandable by others. Performs complex automated and physical searches to gather information for reply correspondence.
Monitors the printing of outgoing items from other Copyright Office units, sections, and divisions, including original or additional certificates, correspondence, letters, and other types of outgoing mail on appropriate Print Room Equipment. Prepares finished print jobs for outgoing mail and delivery to Office Support Services. Ensures that print room equipment has sufficient supplies to complete jobs. Monitors the quality of printed items, and reprints items that do not meet quality standards. Reports printer problems, or contacts the appropriate division by phone if further corrective action is required and a reprint is not possible from the Central Print Room. Monitors mechanical and automated printer efficiency. For Copyright Office use maintains extensive records on the use of equipment and problems with equipment.
Logs boxes into Copyright Office system. Receives requests to pull records, including electronic requests. Locates materials independently, adjusting procedures as needed, and pulls requested boxes from the shelves. Opens boxes and locates daily batch sheets. Pulls all related materials from boxes. Annotates batch sheets to show materials were pulled. Rescans materials, if necessary, or reroutes papers to proper process area. Updates system with rerouting information.
Uses knowledge of the Copyright Office and the full range of library rules, procedures, and operations to resolve a wide variety of problems in processing items received for registration and recordation. Opens general packages and verifies contents. Creates service record and scans package contents. Scans remittances. Labels deposit. Affixes target to the deposit. Conducts closeout activities. Batches scanned materials and remittances. Transports materials internally.
Physical Requirements: A routine validated pre-placement physical examination performed by the Library’s Health Services Division is required as a condition of assignment to this position. This position requires regular recurring physical examinations every 3 years.
