The Deputy Nurse Executive (DADPCS/DNE) provides primary assistance to the Associate Nurse Executive (ADPCS/NE) in guiding overall management of the practice of nursing and the profession of nursing across the New Mexico VA Health Care System (NMVAHCS). The breadth and scope of the DADPCS/DNE role extends into all major practice areas, i.e. clinical, administrative, research, and education at the NMVAHCS and the thirteen Community-Based Outpatient Clinics (CBOCs).The DADPCS/DNE is a professional registered nurse who executes leadership that is characterized by substantial and continuous responsibility and accountability for population groups and integrated programs that cross services and/or disciplines, influence the organizational mission and health care, and are responsible for patient outcomes. The DADPCS/DNE is responsible for administrative and operational functions of assigned units/programs and acts as an administrator, educator, and consultant, utilizing management theory in collaboration with nursing, patient care services, all physician and administrative staff, and other services that support care of patients in the medical center and CBOCs. S/he must establish and maintain effective relationships with all levels of the medical center and CBOC personnel and relate effectively with patients, families, customers, and the community, as well as program and service leaders at local, network, and national levels.
The incumbent provides executive leadership and direct supervision to interdisciplinary patient care services and nursing programs, to include Acute Care Nursing, Critical Care Nursing, Perioperative Nursing, Ambulatory Care Nursing, Specialty Care Nursing, Staffing and Operations Nursing, Professional Practice Nursing and GEC Nursing.
Leadership of these diverse areas requires significant planning and decision-making skills in managing personnel and financial resources. The DADPCS/DNE oversees service initiation of performance and improvement actions. Works with quality, VISN and ICC to update action plans and outcomes. Allocates human and material resources in determining staffing levels using Nursing Hours Per Patient Day (NHPPD) and Staffing Methodology. The DADPCS/DNE reviews External Peer Review Program (EPRP), VA Surgical Quality Improvement Programs (VASQUIP), Inpatient Evaluation Centers (IPEC), Strategic Analytics for Improvement and Learning {SAIL), performance measures, and other data sources for trends and formulates early intervention to enable improvements, and formulates plans with nursing service chiefs in support of the organization.
