The United States Space Force (USSF) at Los Angeles Space Force Base, California is searching for a Junior Financial Management Analyst for SSC/FMF (NH-0501-02, GS 5/11 equivalent).
Description:
We are seeking a dynamic FM analyst at the full performance level to join the FMFC accounting oversight branch at SSC. Reporting to the Chief of Accounting, this role involves mentoring and training junior analysts, while working closely with internal and external stakeholders, including SAF/FM, SSC HQ staff, PEO budget analysts, and base FM teams. You will be responsible for developing and implementing accounting policies based on OSD and DAF regulations, analyzing financial results in accordance with GAAP, and providing strategic insights to assess the financial health of SSC. Key duties include managing year-end closeout activities, resolving accounting discrepancies such as DEAMS overspent conditions, and coordinating with DFAS to resolve issues and improve system accuracy. You will also oversee reimbursement balancing, manage lines of accounting (LOA), and lead the quarterly dormant account review.
In addition to technical expertise, this position requires strong communication and analytical skills, as you will serve as the primary liaison between the installations, SSC, and DFAS providing recommendations to optimize financial operations. You will also play a central role in training and mentoring junior analysts, assisting with the development of training materials on accounting policies and systems. Successful candidates will have the prerequisite experience for their grade in FM, a functional understanding of SAF accounting policies, and a proven ability to work within complex accounting systems like DEAMS. This is a unique opportunity to be an integral part of SSC's FMFC accounting team, contributing to the development of space systems while advancing your career in a highly impactful role.
Ideal Candidate: The ideal candidate must have at least one year of specialized experience at or equivalent to the GS-09 grade level in the Federal service as defined in the next paragraph. Specialized experience is experience which is directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position. Additionally, the candidate should have work experience in Department of Defense (DoD) DAF FM processes. The candidate should have solid experience executing and reconciling financial transactions, particularly within both the DAF legacy accounting system and DEAMS. Strong knowledge of DAF FM is essential to effectively collaborate with FM professionals at all levels of the command-whether at the program office or base level-many of whom may not have an accounting background. The candidate must be able to provide expert advice to the SSC/FMF Division Chief and Accounting Branch Chief, as well as serve as an independent FM SME when representing SSC to SAF/FM. Experience resolving complex accounting issues is critical, including challenges such as invalid LOAs, aged invoice reports, CSR overages, DEAMS overspent conditions, NULOs, and reimbursement imbalances. The ideal candidate should be well-versed in funding document accounting at various levels, with particular expertise in working with DFAS and handling multiple colors of money, including Research, Development, Test & Evaluation (RDT&E), Procurement, Operations and Maintenance (O&M), Working Capital Funds (WCF), and Foreign Military Sales (FMS), both direct and reimbursable authority. Experience working across different organizational levels-such as base-level, command-level, HQ, and/or program office-is highly desirable. A bachelor's degree in business, accounting, or a related field, along with hands-on FM experience, is strongly preferred. The candidate will be required to obtain DoD FM Level 2 and DAWIA Business-FM Practitioner certifications.
