Major Duties: This is not an all-inclusive list
A SUPERVISORY IT SPECIALIST (CUSTSPT) (TITLE 32), GS, 2210, 12,
(1) Responsible for direct supervision of information technology personnel. The overall difficulty and complexity of the basic work most typical of the organization directed is GS-11. Assigns, directs, and reviews work, determines work methods and procedures, establishes standards of performance, and makes formal appraisals of subordinates' work. Prepares requests for filling vacancies, and selects or participates in the selection of employees from certified eligible applicants. Manages assigned personnel availability and approves leave requests. Formulates training programs for subordinates and conducts informal training to broaden employee skills. Recommends promotions, reassignments, performance awards, and disciplinary actions. Resolves formal grievances.
(2) Provides oversight and is responsible for all personnel in the Information Systems Branch and their accomplishment of a wide range of programs to include the Network Control Center (NCC) and the Wing Information Assurance (IA) office.
(3) Provides oversight for the Communications Security (COMSEC) account for the Wing and subordinate units. Ensure that the COMSEC Responsible Officers (CRO) comply with Air Force, National Guard, State, Federal Laws and applicable regulations. Acts as the sole point of contact to the Wing Commander concerning the Wing COMSEC posture.
(4) Provides a staff level function by overseeing and managing NCC level customer support. Ensures effective control of network requirements by providing a central point of contact for actions to include resolving resource conflicts, assisting system users, reviewing outstanding requirements, assessing and validating priorities, and providing solution advice to customer problems. Notifies Communications Flight Chief of outstanding network problems.
(5) Ensures the coordination, development and implementation of a number of user and customer oriented training programs for computer and software systems, programs, and procedures.
(6) Provides general guidance and broadly defined objectives, as to scope and priorities of projects and requirements in the branch. Determine time frames and possible shifts in branch personnel assignments to meet objectives. Guidelines available for reference include Air Force, Major Command, National Guard Bureau, State and local regulations and directives. Incumbent's performance is evaluated for efficiency and compliance with policies and procedures. Results achieved by the unit as reflected in reports, inspections, observations and measurements are evaluated by the flight supervisor for compliance with policies, procedures and mission requirements.
(7) Consults with and provides advice to planning and implementation (P&I) function on relevant issues.
(8) Ensures deployment readiness of section personnel, equipment, and supplies. Plan for deployment/contingency support.
(9) Prepares and maintains files and publications in accordance with current directives to include both paper and electronic media.
(10) Coordinates with higher headquarters (HHQ) elements, Program Management Offices, Specific System/Hardware Support Elements, original equipment manufacturer (OEM) vendors and vendor contracted support facilities for issue resolution. Research includes using various means and media to obtain needed information to accomplish the task. May require the use of various stand alone (e.g., paper based, CD, DVD, etc.) or on-line (network or web based) methodologies to obtain needed information.
(11) Exercises continuing responsibility for safety conditions, procedures, and work practices employed within the community. Provides work force guidance on safety matters and ensures safe work practices are utilized. Ensures periodic inspections of areas are performed and immediate action is taken to correct unsafe conditions.
(12) Manages work center supply functions such as ordering and receiving of equipment, supplies, bench stock, logistics products, historical records, Test Measurement and Diagnostic Equipment (TMDE). Maintains or otherwise has available (local network or web based) required standard base supply system and commercial documents to monitor ordering, turn-in and/or on-hand status of required items.
(13) Provides input to and coordinate on relevant support agreements that require section support to make sure they correctly identify products and services needed.
(14) Maintains knowledge of emerging technologies, reviews technical periodicals, publications, commercial standards, and attends seminars.
(15) Develops, implements, and maintains work center training programs. Plans and schedules tasks and training activities for drill status guard members. Oversees and conducts on-the-job training (OJT) for personnel. Creates and develops lesson plans. Ensures availability of facilities and training.
CONDITIONS OF EMPLOYMENT
EDUCATION: If qualifying based on education, All academic degrees and coursework must be from accredited or pre-accredited institutions.
Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. Ph.D. or equivalent doctoral degree
or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree. Transcripts required if qualifying based on education.
REMARKS: No PCS available. The military grade of the supervisor must equal or exceed the grade of personnel supervised. Sensitivity Level 2. Participation in direct deposit is mandatory.

Area 2: Current Minnesota National Guard Title 32 Technicians who are in permanent or indefinite technician status as a result of being competitively hired at a sister component that is identified on the Position Vacancy Announcement (PVA), including onboard Title 5 employees that are also current members of MNNG; i.e. Army MNNG to Air MNNG, Air MNNG to Army MNNG.
Area 3: All Minnesota National Guard members currently assigned to the MNANG or to the MNARNG applying for a position within the component in which they are currently assigned. i.e. temporary technician or Traditional Guardsman.
Area 4: Currently assigned service members in other branches of the military outside of the Minnesota National Guard, to include those assigned to Active Duty, Reserve or other state's National Guard.
Area 5: All individuals able to and willing to become members of the Minnesota National Guard including prior service not currently assigned to a military component and non-prior service US civilians.
