About the Position:

This position is with the U.S. Army Corps of Engineers, St. Paul District, Engineering and Construction Division (E&C). The St. Paul District E&C designs water resource projects to benefit the people of Minnesota, western Wisconsin, northeastern North Dakota, portions of South Dakota and Iowa, and the nation. These projects support inland navigation, flood risk management, and environmental restoration. E&C also provides emergency response to disasters.

Duties

Help
  • Performs duties pertaining to the Construction program, including contact administration, negotiation of modifications, review of shop drawings, contract plans and specifications, and study and resolution of field problems.
  • Makes field investigations of assigned projects and collects data for contemplated changes in design of structures. Furnishes data to personnel in the Engineering Division.
  • Maintains surveillance over assigned phases of projects to detect potential problems, unforeseen conditions which may warrant change orders, changes in design or become the basis for future claims against the Government.
  • Makes field inspection of the work under construction and also makes final inspection of facilities upon their completion. Checks materials and workmanship to assure compliance with contract specifications and guide specifications.
  • Examines materials submitted by contractor for approval. Investigates to determine whether substitute material is equal to or better than that specified, whether it will produce the desired end product.
  • Confers with contractor regarding procedures to be followed, methods of construction, progress schedules, labor difficulties, and resolves contractor-Government differences as required.
  • Maintains a written record of progress made by contractor. Reviews contractors quality control reports, and makes recommendations for improvements and adequacy of the reports.

Specialized Experience: One year of specialized experience which includes meeting one of the following: 1) Interpret plans and/or specifications; 2) inspect materials to ensure quality, safety, and/or compliance with contractual requirements; 3) review contractor submitted documents for accuracy; and 4) provide input to project engineers toward solutions or courses of action for observations made at project sites. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08).

GS-10
Specialized Experience: One year of specialized experience which includes meeting two of the following: 1) Interpret plans and/or specifications; 2) inspect materials to ensure quality, safety, and/or compliance with contractual requirements; 3) review contractor submitted documents for accuracy; and 4) provide input to project engineers toward solutions or courses of action for observations made at project sites. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).

Specialized Experience: One year of specialized experience which includes meeting three of the following: 1) Interpret plans and/or specifications; 2) inspect materials to ensure quality, safety, and/or compliance with contractual requirements; 3) review contractor submitted documents for accuracy; and 4) provide input to project engineers toward solutions or courses of action for observations made at project sites. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10).
