1. Determines candidate eligibility and performs qualification analysis of eligible applicants. Maintains necessary documents associated with merit placement, applicant pool, DoD Priority Placement Lists, and Over-graded Technician Listings. Analyzes and applies appropriate Title 32 (Dual Status) and Title 5 qualification standards. Reviews college diplomas, college credit hours and special licenses to ensure the qualification of candidates meet qualification standards for the occupational series and grade. Notifies candidates of the results of their application. Refers qualified candidates for selection consideration in accordance with published Merit Promotion Plan. Receives, audits, and validates certificates of eligible candidates from nominating official. Notifies selectee and prepares offer to selectee and provides employee with information concerning pay-setting, time-in-grade requirements, etc.
2. Reviews and verifies information on requests to fill actions to ensure accuracy and applicability and research applicable regulatory guidance and recommends effective and alternative recruiting actions. Creates new and recurring vacancy announcements on behalf of supervisors. Identifies appropriate qualification standard to be applied, validates hire authority, develops position announcements, determines appropriate area of consideration, develops candidate evaluation criteria and accrediting plan, requisition for DoD priority placement matches, validates appropriate pay table and publishes vacancy announcement using automated systems. Integrates established HR policies and procedures to provide effective support to managers, supervisors, and the Human Resources Officer on recruitment and placement matters for a variety of journeyman-level (and below) administrative, technical, professional, and clerical occupations by assisting in the development of the merit promotion plan and execution of the recruitment and placement program. Assists in educating commanders, managers, and supervisors on the various programs. Responds to inquiries on recruitment and placement related matters from the serviced workforce and coordinates with NGB-J1-Functional as required.
3. Initiates recruitment action and processes through established Request for Personnel Action (RPA) channels. Determines nature of action and legal authority under which action is to be processed. Establishes and certifies accuracy of rates of pay for all placement actions in accordance with federal law, OPM, NGB regulations and local policies. Reviews personnel records to prevent dual employment and/or dual compensation. Ensures required selection documentation and information is correct. Interprets and applies State pay setting tools such as highest previous rate rule and recruiting and retention incentives. Sets rates of pay for GS and FWS technicians for appointments, transfers, promotions, changes to lower grade, and changes between GS and FWS pay systems using pay setting tools. Routes RPAs for additional action and approval utilizing the automated system. Initiates select/non-select notifications. Defends Personnel actions in accordance with policies, regulations, and procedures in the event of recruitment or placement grievances or formal grievances/complaints on qualification ratings or related merit promotion actions (other than non-selections). Uses automated system to effectively process personnel actions in accordance with the Guide to Processing Personnel Actions and local personnel systems checklists as required.
4. Creates RPAs that pertain to a wide variety of moderately complex personnel actions and manpower situations by determining appropriate Nature of Action, legal authority, salary, veteran's preference, required remarks, and the impact to the employee, the supervisor, and the agency. Establishes and maintains official folders, files, and reports for these efforts. Provides advice and assistance to customers. Responds to standard inquiries involving the recruitment process such as vacancy announcements, status of employment applications, qualification requirements, and human resource programs. Uses personnel computer, word processing and/or other office automation equipment and various software programs to create, copy, edit, store, retrieve and print a variety of documents; produce correspondence, memoranda, directives, forms reports; create or maintain spreadsheets or databases, etc.
5. May assist higher graded Specialists in calculating estimates to provide technicians with permanent change of station moves initiation of transportation agreements and completion of travel orders authorizing various entitlements. Provides counseling to employees on entitlements, rights, and obligations. Assists in developing, coordinating, and maintaining state plans/guidance with regard to reductions-in-force (RIF). Counsels and registers employees in the DoD Priority Placement Program (PPP) as appropriate.
MILITARY REQUIREMENTS:
Compatible military grade and assignment required prior to the effective date of placement. In compliance with Title 32 United States Code, the compatible military skill set is determined by the applicable service manpower requirements. Upon selection, individuals are assigned to the authorized position and its compatible military skill in accordance with Army skill classification directives, statutes, and National Guard Bureau regulations. The Dual Status technician must obtain and maintain all military skill requirements in regard to training, education, certifications, experience.
