Duties

Help
  • Serve as Health System Administrator, and member of senior level management group.
  • Evaluate the effectiveness of healthcare delivery and ensuring cost-effective services involves several key steps: Outcome, Process and Struture Measures.
  • Identify patterns and trends to understand the current state of healthcare services and areas needing improvement.
  • Use insights gained from reviews and feedback to refine and improve healthcare delivery and planning processes.
  • Monitor new programs and business model changes established by the Department of Defense, Health Affairs, or Medical Commands.
  • Establish financial priorities and allocating funds effectively is crucial for optimizing healthcare services to achieve (Personnel, Services, Supplies and Equipment).
  • Prepare various reports and briefings to the senior leadership of assigned directorate and higher headquarters (HQ), advising on budget execution plans, fund shortages, and program adjustments.
  • Develop Communication plan and identify the primary audiences within the military and civilian community, such as service members, veterans, families, and healthcare providers.
  • Plan/assign work to be accomplished by employees, evaluate the performance of employees, approve leave, hear/resolve complaints, recommend awards, effect disciplinary actions, and interview/select candidates for positions.

  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG).
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • Employees assigned to a medical treatment facility are required to be screened for applicable immunizations.
  • This position is considered weather essential the employee is required to report to work even in inclement weather.

In order to qualify, you must meet the Experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes evaluating and addressing healthcare administration challenges, including patient access to care, quality of care, provider availability, and cost-effectiveness; established priorities to allocate resources based on program needs, developed and revised healthcare processes, systems, clinics, programs, and policies; prepared and executed budget plans for the organization, provided supervision, leadership, and oversight to employees and their work. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).

  • Fellow of American College of Healthcare Executives is preferred.
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
