Duties

Help
  • Develops and manages internal relationships with other branches, project offices and other peer organizations, support to higher headquarters, and partnerships with key external partners to ensure successful Program development and execution.
  • Provides leadership and manages support for project set-up, scheduling, resourcing, and reporting throughout the project lifecycle, from initiation through planning, execution, and close-out
  • Represents Division at financial and work force management events, speaking for Branch Chief; primary advisor to leadership in decision-making processes impacting District workload and workforce matters
  • Documents and develops specific business processes related to PROMIS. Develops and trains district staff on PROMIS software systems (Primavera P3e, Primavera, MyPrimavera, and Oracle Projects, EDW).
  • Prepares local policies, work instructions, templates, Standard Operating Procedures (SOPs), and training materials.
  • Supervises Project Controls Section that implements the Project Management Information System (PROMIS) within the Project Delivery Business Process (PDBP) and data quality standards leading Primavera and Enterprise Data Warehouse (EDW) applications.
  • Responsible for applying a thorough understanding of functions including project management, workload/manpower management, finance and accounting, and others necessary for assessing/implementing the efficient application of PROMIS.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience GS-13: I have One year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes: Providing technical advice to management and staff on principles and techniques of program and project management including project management information systems; leading and developing operational level strategies and organizational goals; supervise and/or lead a team coordinating and monitoring workload, program analysis and planning associated with; civil works programs or similar special projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).

Education

Some positions allow applicants to qualify based on education substitution instead of required specialized experience, for this position/grade level applicants must qualify based solely on having one year of specialized experience.
