Duties

Help
  • Perform a full range of supervisory duties such as hiring, performance evaluation, disciplinary actions, awards or bonuses, position classification, etc. over a staff of professional administrative employees including several Contracting Officers.
  • Oversee and manage the District Contracting Division responsible for acquiring all necessary supplies, services, and construction in support the Portland District’s mission and the interests of the region.
  • Serve as the District senior acquisition official and primary contracting officer vested with unlimited warrant authority to contract.
  • Serve as Contracting Officer on significant high dollar, complex and special interest contracts.
  • Prepare recommendations for sustainment or denial of mistakes in bids, protests, justifications, and approvals along with their related determinations and findings.
  • Manage the Districts contracting program for single and multiple purpose civil works navigation, water and flood risk management, ecosystem restoration and infrastructure, hydropower, recreation, tribal, and other projects within the jurisdiction.
  • Manage the procurement of all types of supplies, services, construction, and architect engineer design contracts.
  • Managing acquisitions programs for Federal Information Processing Systems, complex civil works navigation, water and flood risk management, ecosystem restoration and infrastructure, hydropower, recreation, tribal and support for others projects.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

  • Temporary Duty Travel up to 20% of the time.
  • DAWIA Certification in Contracting within 36 months of appointment.
  • Unlimited Contracting Warrant within 6 months of Appointment.
  • 1 year Supervisory probationary period may be required.
  • Incumbent must obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for a Supervisory Contract Specialist:

Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.

OR

Exemption:
You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience: One year of specialized experience which includes 1.) applying a full scope of contracting theories, principles and knowledge in the oversight and management of various contract and acquisition work for a large and complex organization; 2.) providing authoritative guidance and interpretation on acquisition and procurement regulations, policies and guidelines such as the Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulations (DFARS), and Agency Acquisition Regulations; 3.) overseeing all manner of fixed price or cost reimbursement type contracts for supplies and services including construction and architect/engineer, utilities, and agreements via any authorized contracting method; and 4.) supervising and leading a team of administrative professionals to include but not limited to hiring, performance management, professional management and development, etc. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14).
