Duties

This position is located in the Western Army Aviation Training Site (WAATS), located in Red Rock, Arizona. The WAATS provides flight, and flight training operations, Aviation Unit Maintenance (AVUM), Aviation Intermediate Maintenance (AVIM), and aviation maintenance training for supported Units. The purpose of the position is to manage, plan, organize, and direct WAATS logistics operations in support of WAATS and supported aviation unit training and flight operations. The Aviation Logistics Management Officer (ALMO) provides logistical support to, and partners with, the WAATS Commander, Flight Operations, Safety, Quality Assurance, and supported unit commanders in planning, scheduling, and implementing a comprehensive flying program.

  • ARIZONA ARMY NATIONAL GUARD MEMBERSHIP IS REQUIRED. Prior to appointment into this position, selectee must be a current member of the Arizona Army National Guard, in a military organization supported by the WAATS.
  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.
  • Incumbent must possess and maintain a current state driver’s license.
  • May be required to work other than normal duty hours.
  • Recruitment, Relocation, or Retention Incentive may be offered and is subject to availability of funds.

Qualifications

Military Grades:
Warrant Officer: CW3-CW4
or
Officer: CPT/O-3 TO MAJ/O-4

Compatible Military Assignments:
Warrant Officer: MOS 153A
or
Officer: 15 series Branch

GENERAL EXPERIENCE: Experience, education, or training involving judgment and/or analytical ability in the logistics field. Experience using computer and automation systems.

SPECIALIZED EXPERIENCE: 36 months experience, education, or training which includes identifying activities involving logistical support operations. Experience integrating the actions of a variety of specialized support activities in order to develop a comprehensive logistics plan. Experience monitoring such functions as program planning, resource and fiscal management, training, manpower management, and/or automated data processing to meet the logistics plan. Experience identifying delays or problems and developing corrective actions. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.

Education

Your qualifications will be evaluated on the following competencies (knowledge, skills, abilities and other characteristics):

1. Ability to collaborate with the WAATS Commander, WAATS staff, and supported unit commanders to plan, develop, and implement long and short term plans to effectively use aircraft and flying hours, and to accomplish vital training and operational missions.

2. Knowledge and ability to review aircraft maintenance and related material support requirements with respect to specific objectives, relative priorities, capabilities, and limitations.

3. Ability to develop action plans, internal policies, and procedures to assure timely, effective, and complete maintenance support for units, facility, state, National Guard Bureau (NGB), and DA mission requirements.

4. Knowledge and ability to oversee the preparation and execution of budgets for man-days and funds to resource WAATS logistics requirements.

5. Ability to establish work performance standards for supervisors and key personnel and coordinates annual performance evaluations.
