Duties

Help
  • Manages military or IIS programs and associated stakeholder relationships to execute the Corps military and IIS construction projects.
  • Prepares accurate workload forecasts and annual financial management plans for current and future year program actions.
  • Manages and directs the efficient and effective execution of major military and IIS projects.
  • Controls and manages project schedules, milestones, and budgets from planning through construction and initial operations.
  • Serves as a Technical Manager and Contracting Officer's Representative (COR) on design and engineering projects for a wide variety of facilities and systems.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. To Qualify as a GS-11:
Specialized Experience:
One year of specialized experience which includes experience assisting with project delivery using project management delivery processes and tools, such as using risk analysis and scheduling software, establishing work break down structures, developing budgets, leading teams, and creating management plans. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

OR

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Project Management.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

To Qualify as a GS-12:
Specialized Experience: One year of specialized experience which includes experience managing federal construction projects or military construction projects by applying project management principles (i.e. scope development, project planning, developing project budgets and schedules, acquisition planning and managing project budgets/schedules); and applying construction contracting methods. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

To Qualify as a GS-13:
Specialized Experience: One year of specialized experience which includes experience: 1) Supporting activities directly related to Military Construction (MILCON) and Facilities Sustainment, Restoration and Modernization (FSRM) projects/programs; AND 2) Leading multidisciplined project delivery teams; AND 3) Managing scope requirements, schedules, and construction budgets. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, at the GS-12 and GS-13 levels, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

For the GS-11: Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).

For the GS-12: Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).

For the GS-13: Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
