Summary

This position serves two functions. The incumbent is assigned as the Unaccompanied Housing Manager (UH) as well as Single Sailor Programmer. This position is assigned to Navy Region Southeast (CNRSE), Morale, Welfare, and Recreation (MWR) Department, and is forward deployed to Naval Support Facility Beaufort, SC. Incumbent will manage the Unaccompanied Housing facility while planning and administering a comprehensive and diverse year-round recreation program for its' patrons.

MAJOR DUTIES AND RESPONSIBILITIES

Unaccompanied Housing Manager duties include but not limited to:

  • The Unaccompanied Housing Building Manager is responsible for the management of a small Unaccompanied Housing (UH) facility consisting of 64 permanent party bedrooms.
  • Responsible for checking residents in and out of their assigned rooms.
  • Review assessment reports and determine if there might be any resident liability for property damage. Will act as a liaison between the UH staff and the tenant commands regarding resident concerns.
  • Continually track and validate trouble calls and work orders through completion and perform quality checks on completed work.
  • Ensure all rooms are inspected in accordance with higher authority and results posted in the Enterprise Military Housing (eMH) property management system.
  • Conduct periodic inspections of the interior and exterior of the UH facility. Submit deficiency reports, as necessary, to Public Works Officer (PWO).
  • Accompany tenant commands, Public Works, Security, Fire, Base Operating Services Contractor (BOSC) and the Environmental Preventive Medicine Unit (EPMU) personnel during inspections of the UH facility and resident living standards.
Single Sailor Programming duties include but not limited to:
  • Uses creativity to plan, promote, and implement well-rounded Single Sailor programs for Unaccompanied Housing patrons, utilizing numerous facilities within the Fleet and Family Readiness Department, in accordance with CNIC Approved program standards.
  • Coordinates leisure skill development utilizing recreation philosophies and the Sailor Adventure Quest (SAQ) philosophy.
  • Develops, organizes, publicizes, implements, evaluates recurring and nonrecurring activities (e.g., classes, trips, outings, tournaments, outreach opportunities, special events, skills development, etc.).
  • Evaluates recreational needs and on-going programs by reviewing and analyzing participation, patron satisfaction, comment cards, and interest surveys.
  • Compiles results to determine if new programs should be offered, expanded, curtailed or eliminated.
  • Carries out programs and activities in accordance with supervisory instructions and guidelines by encouraging patrons to participate, keeping order and ensuring their safety.
  • Directs the recruitment and utilization of volunteers for various MWR activities and programs.
  • Provides outdoor field experiences related to above skill training in the form of day and weekend trips.
  • Transports patrons off base to designated locations for trips or classes.
  • Develops working partnerships with both on base and off base organizations (park districts, forest preserve, clubs, special interest groups, etc.) to support and benefit MWR programs.

  • Researches and provides information and referral on a variety of recreational opportunities for patrons on and off base.
  • Plans, coordinates, publicizes markets and executes programs and events within the Single Sailor and Unaccompanied Housing program by utilizing all available resources.
  • Promotes facilities and events located within the local Marine Corps installations. through staff and student indoctrination and other large group functions and gatherings.
  • Works directly with Region Marketing to provide quarterly and monthly calendars, electronic media updates, and special event programs for the Single Sailor Program and Unaccompanied Housing.
  • Works directly with the Region marketing department to develop tools and promotional items that can be used to expand participation in Single Sailor by Unaccompanied Housing residents.
  • Provides administrative duties and support through after-action reports, data collection and database Administration and record-keeping
  • Monitors all five metric areas in the Single Sailor Program Standards to ensure standards are met or exceeded.
  • Maintains telephone, email and personal contacts with command representatives and industry professionals to support programs for Unaccompanied Housing.
  • Maintains up-to-date records and proper documentation.
  • Ensures all facilities and activities associated with the Single Sailor program meet established fire, safety, security and sanitation guidelines.
  • Takes timely action to correct and track deficiencies through coordination with appropriate entities.
  • Leads and performs check-in and check-out of materials and collects any applicable fees by operating point of sale (POS) computer system for equipment and activities as applicable.

  • Occasional travel of less than 10% may be required.
  • Wears protective clothing and equipment as situations warrant.
  • Must possess and be able to maintain a current and valid driver's license.
  • Due to onsite management and interactions with patrons, telework may be authorized an Ad hoc basis and at supervisor discretion.

Qualifications

Must possess three years of specialized experience directly related to the duties described above. Qualifying experience must have been equivalent to the next lower level in the normal line of progression.

Specialized experience must demonstrate the following:

  • Must have a minimum of three years of experience in a position related to facility/property management.
  • Incumbent must be sufficiently knowledgeable in building management functions.
  • Knowledge of the principles, techniques and methods or procedures used in organizing, planning, administering and conducting a wide variety of recreation activities.
  • Knowledge of the scope of recreational activities and their suitability for individuals within the Unaccompanied Housing population.
  • Knowledge of current trends in recreation.
  • Knowledge of marketing and promotion techniques that motivate and encourage program participation.
  • Skill in the use of Microsoft Office Programs (e.g., Word, Excel, Power Point, Outlook).
  • Ability to develop and effectively deliver presentations and/or training
  • Ability to communicate effectively both orally and in writing.
