Duties

Help
  • Works under the general supervision of the Chief, Engineering Services Division, who discusses with the incumbent the broad overall scope of the project(s), the scheduling and coordination of its phases, and policy matters pertinent thereto.
  • Provides on-site and office review of Contractor methods, practices, and workmanship to ensure compliance with plans and specifications on all phases of construction work.
  • Evaluates the adequacy of Contractors construction schedule, to insure proper planning, progress, provisions of availability of materials, equipment and labor, and coordination of the various phases of work.
  • Interprets and clarifies construction plans, specifications, and submittals exercising independent judgment in distinguishing between compliance and noncompliance of workmanship, materials and safety requirements.
  • Responsible for overall evaluation and execution of construction, requirement, and service type contracts and, as needed, works with contract specialists to prepare and analyze same.
  • Analyzes instructions and data received concerning the submission of the Procurement Planning Program.

  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • This position has a requirement to lift 15 pounds in the regular performance of duties.
  • This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
  • Must possess or obtain and maintain Contracting Officer Representative (COR) certification/training within 6 months of entry into this position.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes: 1) Managing and/or monitoring civil construction projects; 2) Assuring contractor adherence to safety practices; and 3) Inspecting and/or observing construction sites to ensure compliance with contract plans schedules and/or specifications. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service (GS-10).

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
