The purpose of this position is to perform a wide variety of analytical, planning, advisory, operational, and evaluative work in planning, developing, implementing, overseeing, and evaluating the BPA continuity and emergency management programs.

Duties

Help

As an Emergency Management Specialist, you will:

  • Serve as a source of expert information and guidance on continuity of operations and emergency management.
  • Participate in the development of a BPA-wide continuity strategy.
  • Participate in the development of regularly tested incident response/recovery plans.
  • Coordinate continuity and emergency management drills and exercises and training programs.
  • Initiate, plan, organize, conduct, and lead projects to investigate and analyze a variety of complex problems, questions, or conditions impacting the continuity and emergency management programs.
  • Consult with operating personnel and other specialists to devise continuity and emergency management systems.
  • Represent the organization in conferences and meetings with other agencies, private industry, and other groups.
  • Facilitate and oversee the participation and response of BPA organizational elements in the BPA continuity and emergency management programs.

  • This position has been designated as High Risk and requires a security clearance at the DOE "Q" level; the incumbent will be required to access, process, use, and safeguard classified information.
  • The incumbent is required to obtain and maintain this clearance level; failure to do so may result in separation from federal service.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS:

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11) in the Federal service.

Specialized experience for this position is defined as: Experience (1) Develop and/or execute continuity and/or emergency plans or exercises for an organization; (2) identifying gaps and recommending solutions to the continuity of emergency management programs; (3) develop emergency procedure policy and guidance to address a variety of emergency situations (e.g. radiological, industrial, natural, and national emergencies).

"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You will be evaluated for this job based on how well you meet the qualifications above.
