Duties

Help

  • Independently performs analyses and conducts studies of operational activities, facilities, utilities, covering a variety of work centers. Responsible for the day-to-day operations of the environmental management and control system (EMCS).
  • Serves as an advisor to BCE cost/work centers and higher management on organizational structures, work standardization and simplification, facilities utilization, and overall efficiencies/economies in the costs of operation. Performs EMCS maintenance, system configuration, and design support.
  • Provides advice and assistance on the use of BCE automated data systems such as the Work Information Management System (WIMS/TRIRIGA/ALERTON). Assists in developing operating procedures and instructions. Complies with safety rules and procedures and performs work in a manner that enhances the safety of the work environment.
  • Practices Air Force Quality philosophy to ensure continuous process improvement and enhanced mission performance.
  • Participates in briefings, meetings, committees, boards, etc., and may be required to represent the BCE at conferences.

  • This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed (CONTIN)
  • from their military recall status if alternative for filling of the position during an emergency are not available.
  • This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through (CONTIN)
  • full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs.
  • A pre-employment physical is required.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Technical and Medical Support Positions, Industrial Engineering Technical Series 0895.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-08, or equivalent in other pay systems. Examples of specialized experience includes practical knowledge of a wide range of technical engineering methods, principles, requirements, work techniques, and practices of industrial engineering, and skill in applying standardized, analytical, and evaluative methods and techniques to advise on and/or resolve difficult but well-precedented, factual, procedural, and/or recurring issues. Practical knowledge of mechanics and construction maintenance and repair facility work processes and methods to provide effective advisory services.

I have two full years of graduate education or a master's degree to meets the requirements for GS-09. NOTE: Must submit transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION:
I have a combination of education and experience to meet the requirements for GS-09. NOTE: Must submit transcripts and resume.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-08 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Knowledge of standard accepted industrial engineering practices to combine work measurement studies from a wide variety of sources into a comprehensive study; mechanics and construction maintenance and repair facility work processes and methods; and mathematics and statistical analysis techniques.
  • Knowledge of facility environment and infrastructure to support computer systems and required safety and occupational health requirements as outlined in applicable standards, regulations, and/or technical orders.
  • Knowledge of the operations, services, needs, and goals of management and their program(s); the organizations studied or served; and related customers, functions, resources, and users.
  • Knowledge of DoD and AF computer and network standards, policies, and techniques and current automation technology and practices sufficient to evaluate the effectiveness of its use and provide assistance to others.
  • Ability to read engineering and architectural plans and specifications; gather, analyze, and present data and supporting analyses such as EMCS system operation; research, analyze, interpret, and apply rules, regulations, and procedures; use and maintain a computer system, equipment, and software; analyze computer network, software, and hardware problems and develop effective and economical solutions; and train users on new computer systems.
  • Ability to independently plan, coordinate, and organize work to identify problems and develop innovative solutions; communicate effectively, both orally and in writing; and establish and maintain good working relationships.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

You will receive credit for all qualifying experience, including volunteer experience.
