Summary

This position is located with the Division of Health Information Technology Modernization and Operations (DHITMO). The purpose of this position is to serve as an information technology (I/T) project manager and oversee the successful planning, scheduling, execution, and implementation of various project efforts to deliver or enhance enterprise technology solutions in support of the DHITMO mission. The incumbent reports to the Supervisory I/T Specialist or designee.

Project Management Responsibilities

  • Initiate, plan, execute, monitor, and control Information Technology (I/T) projects from start to finish.
  • Establish project management operating procedures and processes to adhere to the I/T Enterprise Performance Life Cycle (EPLC) framework.
  • Manage scope, schedule, and cost of assigned projects and inform management of status, progress, and results obtained throughout the lifecycle of assigned projects.
  • Serve as a project management subject matter expert (SME).
  • Provide consultation to senior management on unusual, complex, and/or controversial IT and project management problems.
  • Manage project schedules, resources, budgets, requirements, risks, and change control for configuration management to produce and deliver project documentation for investment reporting.
  • Identify risks and mitigation strategies with ongoing or proposed development projects to ensure program goals and objectives.
Technical Responsibilities
  • Conduct technical analyses of complex I/T system problems and devises solutions.
  • Develop multiple Statements of Work (SOW) and all applicable documents related to SOW, including market research requirements, acceptance criteria, deliverables, quality control, and performance management and evaluation criteria for the activities within the timelines of the respective projects.
  • Develop complex project schedules and integrated master schedules using standard project management tools.
  • Develop project management strategies, standards, and processes for developing, implementing, and sustaining advanced I/T system solutions in a large, complex organization.
Security Responsibilities
  • Use Authorization to Operate (ATO) policies and processes with I/T security specialists in attaining ATO authorization for Health I/T systems and applications.
  • Understand government I/T security standards complying with an organizations I/T security standard.
  • Safeguards information and information systems from a known or reasonably suspected information security threat, vulnerability, or risk.
Budget and Acquisition
  • Plan, manage, integrate, and coordinate budget formulation, presentation, and execution concerning I/T operations.
  • Manage various aspects of procurement-related activities in preparing acquisition packages.
  • Provide guidance and oversight to meet contract requirements.
  • Ensure tasks and deliverables provide services desired by management.

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.

BASIC REQUIREMENTS

In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.

MINIMUM QUALIFICATIONS

GS-13:
One (1) year of specialized experience equivalent to at least the GS-12 grade level.

Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks:
  • Experience managing all aspects of acquisition lifecycle projects/processes in an information technology organization and/or industry; to include Statements of Work and Performance Work Statements, gathering requirements, performing development, testing, system integration, production, fielding, sustainment, and product improvements functions/activities with contracts/investments in excess of 5 million dollars.
  • Experience developing and managing integrated IT governance frameworks and roadmaps using current and emerging best practice methodologies to ensure information technology investments support business objectives.
  • Experience planning, executing and implementing Project Management activities and functions, including scheduling, policy planning, documentation, market research, alternative analysis, earned value management, and integrating Business Case and Life Cycle Cost Estimates.
  • Experience developing comprehensive time-phased and budgeted programs designed to meet mission requirements as well as cost, schedule, and performance goal parameters.

SELECTIVE PLACEMENT FACTOR
This position requires Federal Acquisition Certification for Program and Project Managers (FAC-P/PM) Senior Level and/or Project Management Professional (PMP) certification.
