DIRECT HIRE AUTHORITY: This position is being filled using Direct Hire Authority 5 CFR 337.205 for this occupation.

The Major Duties of the IT Specialist are, but are not limited to:

  • Support, implement, and recommend improvement to national policies and procedures.
  • Utilizes experience, discretion, judgment and knowledge in the planning, execution, operation and maintenance of IT systems and infrastructure.
  • Participates as a team member with others in a virtual environment accountable to the division chief.
  • Assists in creating documentation on IT systems and infrastructure.
  • Assists in implementing new technologies at the direction of the division chief to enhance health systems operation in support of critical applications and business processes.
  • Provides technical support to customers who need assistance utilizing client-level hardware and software in accordance with established or approved organizational process components (i.e., Master Incident Management Plan, when applicable).
  • Troubleshoot system hardware and software and analyze incident data for emerging trends.
  • Make recommendations based on trend analysis for enhancements to software and hardware solutions to enhance customer experience.

Physical Demands: The work is sedentary, but may involve intermediate periods of walking, bending, stooping, lifting, carrying, moving (up to 50 pounds) computer components and supplies, reaching, pulling, and working at a keyboard and monitor. This division provides 24/7 coverage throughout the calendar year. Incumbent is subject to shift work, possible rotating shifts and shifts covering weekends and/or holidays. Subject to call back outside tour of duty.

Working Conditions: The work area is adequately lighted, heated, and ventilated. The work environment involves everyday risks or discomforts that require normal safety precautions.

Promotion Potential: This position is at the full performance level.

INDIVIDUAL OCCUPATIONAL REQUIREMENT (IOR): This position has an Individual Occupational Requirement (IOR). As a pre-requisite to the Specialized Experience requirement, you must meet the following basic experience requirements.

  • Basic Experience Requirement: The basic experience requirements MUST be substantiated in your resume. Applicants must have IT-related experience demonstrating each of the four competencies listed below at a proficiency level equivalent to the next lower grade level in federal service.

    • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Specialized Experience Requirement:One year of specialized experience (equivalent to the GS-11 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization.

  • Specialized experience is defined as: Experience preventing enterprise service interruptions, as a network or system administrator, by performing trend and alert analysis using infrastructure and application performance monitoring tools, such as SolarWinds, AppDynamics, Splunk, Dynatrace and ScienceLogic and understand how to use this information to positively impact performance.
