Duties

Per Presidential Memorandum (PM) entitled "Hiring Freeze." dated January 20, 2025 the federal government is ordered to freeze on the hiring of Federal civilian employees, to be applied throughout the executive branch.

As a Transmission Field Clerk (OA), you will:

  • Prepare a variety of special or recurring reports from brief oral or written instructions, which may include daily work reports, bi-weekly time reports for hourly and annual employees, substation maintenance reports, and equipment use reports.
  • Verify group/organization timekeeping is accurate and follows BPA's established guidelines, policies, and negotiated bargaining agreements (such as Columbia Power Trade Council (CPTC) for hourly workers).
  • In regional offices, may receive requests for spare parts in stock and following established process, sends to field sites.
  • Assist employees and managers with completion of all required training by communicating what training is due and when, how to obtain training, submits external training requests, and tracks training completion statuses.
  • Manage data entry for various computer programs including inventory management and vehicle mileage.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-05) in the Federal service. Specialized experience for this position is defined as: Experience in 1) compiling data and information to prepare a wide variety of recurring reports (e.g., daily work reports, bi-weekly timekeeping reports, or maintenance reports), 2) providing office automation and administrative support to management (e.g., faxing, scanning, responding to non-technical correspondence, preparing forms, and posting changes to manuals), and 3) maintaining office records in accordance with compliance requirements.

There is no substitution of education for experience at the GS-06 level.

Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-in-Grade: Current Federal employees must meet time-in-grade requirements by the closing date of this announcement to receive consideration.
