Per Presidential Memorandum (PM) entitled "Hiring Freeze." dated January 20, 2025 the federal government is ordered to freeze on the hiring of Federal civilian employees, to be applied throughout the executive branch.

As a Public Utilities Specialist (Policy Lead-Provider of Choice), you will:

  • Develop and drive updates to policies in support of BPAs statutory obligations and commercial interests.
  • Serve as strategic advisor and agency authority on policy and strategy for requirements marketing power sales.
  • Identify policy implications related to implementation of changes or new products and services and develop strategies for addressing new requirements or necessary changes.
  • Provide oversight, leadership and/or direct completion of analyses required to accomplish the duties described.
  • Serve as a recognized technical expert on program and projects managed and related matters.
  • Monitor contractor performance and provide oversight of contractor activities to assure contractors are executing the project plans on time, within budget, and with satisfactory quality.
  • Lead a variety of strategic initiatives involving organizational change, business process improvement and / or technology enhancements.
  • Work closely with the Program and Project Management staff, PMOs across the enterprise and the Business to acquire and retain the right people on each program and project.

  6. This position is subject to FERC SOC non-discrimination rules and restrictions prohibiting disclosure of certain information to Power Merchant Function employees.
  7. Federal Energy Regulatory Commission (FERC) Standards of Conduct (SOC): The incumbent is required to have a working knowledge of the Federal Energy Regulatory Commission (FERC) Standards of Conduct (SOC) to ensure fair competition in the open access transmission market though compliance with its basic principles. The FERC SOC basic principles require BPA's Transmission Function employees and its affiliated Power Merchant Function employees to function independently and abide by non-discriminatory information access and prohibited disclosure regulations for transmission-related information that is not equally available to all customers. In addition, the incumbent is required to complete BPA's mandatory SOC training.

SPECIALIZED EXPERIENCE REQUIREMENTS

A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) in the Federal service.

Specialized Experience for this position is defined as: Experience in applying energy industry concepts and practices to 1) serve as a strategic advisor for marketing power sales, 2) provide advice on programs and projects managed, and 3) coordinate resources and services to meet program and project requirements.

There is no substitution of education for experience at the GS-14 level.
